Job Announcement

Performs and assists with the preparation of complex accounting and budget work for the Department of Housing and Community Development (HCD) and the Fairfax County Redevelopment and Housing Authority (FCRHA) federal Housing Choice Voucher and Moving to Work programs, which generate an annual operating budget of over $80 million. Provides oversight for the approval of the monthly housing assistance pay packages, and the journal entries and accrual transactions across multiple funds/grants. Tracks and reports monthly program utilization and trends, continually streamlining current automated and manual processes, performing monthly reconciliation of portability, tenant account receivable, landlord account receivable and collection, and overseeing and reconciling the financial activity of the Family Self Sufficiency escrow accounts (i.e. payments, forfeitures and graduations). Plans, trains and directs daily activities of a team accountable for the functional areas of fund management, fixed assets, grant tracking, landlord payment tracking and tenant issues. Monitors, manages, and reports assigned county HCD/FCRHA funds according to General Accepted Accounting Principles (GAAP), government accounting standards boards (GASB) and U.S. Department of Housing and Urban Development (HUD) standards. Prepares projections and compiles financial data for the various county budget submissions (e.g., annual budget, 3rd quarter review, carryover review and special budget exercises of assigned funds) and prepares monthly Voucher Management System submissions as required by HUD. Spends a significant amount time working collaboratively with HCD program staff, as well as staff from other County departments including the Department of Management and Budget and the Department of Finance. Interacts extensively with several information technology systems including the county's SAP financial system (FOCUS), Microsoft Office suite, Data Warehouse, and the agency's internal enterprise system (Yardi). Works under the supervision and direction of the Financial Specialist IV.

Note: The salary offer for this position will not exceed the mid-point of the advertised salary range. ($92,543.15 annually).  

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
(Click on the aforementioned link to learn how Fairfax County interprets equivalencies for "Any combination, experience, and training equivalent to")  Graduation from an accredited four-year college or university with a bachelor's degree in accounting; or a bachelor's degree in business administration or related field that has been supplemented by at least six credit hours of basic accounting principles and concepts; plus four years of professional-level finance or business administration experience. A master's degree in a related field or CPA may substitute for one year of experience.

PREFERRED QUALIFICATIONS:

  1. Experience working with U.S. Department of Housing and Urban Development (HUD) programs and governmental finance.
  2. Grants management and oversight experience with federal programs such as Housing Choice Voucher program.
  3. Progressive financial experience with solid knowledge in budget and accounting processes, and procedures and techniques as they relate to county and grant funds.
  4. Proven ability to independently develop and perform complex financial reports and analysis, including detailed projections and financial scenarios of program activity, to address funding complexities and assist with agency decision making processes.
  5. Outstanding customer service skills with the ability to form collaborative partnerships across intra-departmental divisions and with external stakeholders to work towards a common goal.
  6. Proven team leadership skills with direct responsibility in supervising and managing a team of professionals and with a commitment to development of staff.
  7. Experience with Sap (FOCUS) or other enterprise resource planning (ERP) system.
  8. Strong written, oral communication, and analytic skills are critical.
  9. Must be detail oriented and willing to work extra hours in order to meet deadlines.
  10. Have advanced knowledge of Excel.
  11. Certified Public Accountant (CPA) Preferred.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check and a credit check as a condition of employment and periodically thereafter, as determined by the department head. Applicants and employees within these positions must demonstrate financial responsibility in personal finances as a condition of employment.

PHYSICAL REQUIREMENTS:
Job is generally sedentary in nature, however, job entails walking, standing, sitting, climbing stairs, reaching and bending; uses hands to grasp, handle, or feel. Visual acuity is required to read data on a computer monitor; ability to drive a vehicle. Incumbent must be able to operate keyboard driven equipment and computer. Ability to communicate with others verbally and in writing. Employee may be required to lift up to 15 pounds. All duties performed with or without reasonable accommodations.
