OVERVIEW OF ROLE:  


The City of Boulder’s Greenways system is series of corridors along riparian areas including Boulder Creek and 14 of its tributaries that provides several important functions for the Boulder community, including flood conveyance, transportation options and recreation. The Utilities Department Greenways program is responsible for vegetation management, aspects of flood conveyance, and water quality. 

 

Under general direction, the Utilities Greenways Program Manager will inform long-term and sustainable Greenways program direction, resourcing, and work planning.  This position also performs program and project managementecological field work, data collection and management, and technical support for the programand serves in a primary coordination role between internal and external groups and with the public.  


The starting pay for this position is $67,600 - $82,576 annually, commensurate with experience.

RESPONSIBILITIES AND ACTIVITIES:


Overall Program Management 

  • Performs strategic planning and develops long-term priorities, level of service goals and resourcing solutions for Greenways program with input from management and program stakeholders. 

  • Implements a proactive approach to Greenways management that prioritizes flood conveyance, vegetation management and water quality in the urban stream corridors. 

  • Develops annual work planning for vegetation management, data collection and other activities with input from partner groups and departments. 

  • Supports Utilities MaintenanceUtilities Engineering, Water Quality and other city teams on Greenways-related planned work, identified needs, and long-term data collection. 

  • Works closely with Greenways crew to develop in-house maintenance strategies and standards. 

  • Gathers data and/or manages data collection related to current conditions, maintenance activities and other aspects of the program to inform future decision-making. 

  • Conducts planning to fully utilize Mile High Flood District (MHFD) assistance and funding. 

  • Participates in budget planning and presenting budget recommendations to internal city teams and boards and commissions. 

 

Technical Implementation and Project Management 

  • Prioritizes areas and species to conduct list A and B noxious weed surveys to best meet Utilities and city objectivesConducts associated State reporting and coordination and reporting to the city’s Integrated Pest Management (IPM) program.  

  • Develops scopes of work, manages contracts, and directs weed removal contractors in compliance with IPM program.  

  • In coordination with the Information Services team, coordinates and conducts GIS mappingasset management, and other data collection activities and management related to Greenways. 

  • Determines the scope and content of vegetation management plans and develops and implements these plans as appropriate. 

  • Provides revegetation assistance on Utilities projects and for other maintenance work in riparian areas, including reviewing plans for revegetation and providing field support. 

  • Serves as a technical resource on Greenways/vegetation topics to other Utilities divisions. 

  • Assesses vegetation-related educational needs for Utilities staff and provides resources and training 

  • Conducts other necessary ecological evaluations or fieldwork associated with oversight of Greenways, as needed.  

 

Coordination and Collaboration 

  • Coordinates closely with MHFD on annual work, maintenance projects, weed removal, and other needs.  

  • Leads cross-departmental coordination and convenes work groups on Greenways and riparian issues. 

  • Coordinates on work related to city IPM policiesencampments, climate change initiatives, and other city efforts as they relate to the Greenways program.  

 

Communication 

  • Serves as central point of contact for Greenways questions from other departments and the public. 

  • Communicates Greenways priorities, level of service goals, and metrics internally as well as to boards and commissions and the public. 

  • Assists with education/outreach efforts related to Greenways, Water Quality, and Utilities Engineering. 

 

Other: 

Takes proper safety precautions to prevent accidents. Responsible for the safety of self, others, materials, and equipment. Reports all accidents and damage to city property. Understands all policies including data security and safety and reports any damage or infractions. 

 

Required Minimum Qualifications: 


  • Bachelor’s degree in Ecology, Land Management Natural Resource Management, Environmental Science, Botany, Biology or related field, or related field and demonstrated additional experience with the background and fundamentals of ecological science 

  • Three years of experience or education in ecological restoration, land management or related field. 

  • Knowledge of riparian ecosystems, habitat maintenance, stream systems and integrated pest management. 

  • Experience performing habitat maintenance and familiarity with Colorado noxious weeds and noxious weed management.  

  • Experience with Geographic Information Systems, (GIS) and GPS software and equipment 

  • Direct project management experience leading ecological or environmental projects.   

  • Work experience demonstrating the ability and initiative to work independently with minimal supervision; to assume responsibility; and to prioritize and resolve problems. 

  • Ability to collaborate and build relationships with interdisciplinary groups.  

  • Excellent verbal and written communication skills. Ability to work tactfully and effectively with workgroups, divisions, departments, governmental agencies, and the public 

  • Valid drivers' license and the ability to maintain an acceptable motor vehicle record. Acceptable background information, including criminal history, is required as well. 

 

Preferred Qualifications: 


  • Experience managing land management/environmental program including assessing work priorities and developing workplans.   

  • Knowledge of flood control maintenance and management activities and best practices in Colorado.  

  • Hold a Colorado Department of Agriculture Pesticide Applicator’s License.  

  • Experience with Army Corps of Engineers 404 permitting.
