OVERALL ROLE:

The Water Resource Maintenance Assistant Crew Lead or Crew Lead conducts water delivery infrastructure maintenance activities across the Open Space and Mountain Parks agricultural lands system and safely and efficiently leads field crews in the maintenance of water delivery infrastructure, including irrigation ditches and laterals. The person in this role leads field crews in ditch maintenance activities; assists with various agricultural and irrigation infrastructure maintenance projects; documents activities; conducts inventories and condition assessments; my assist with research and data collection to update water rights inventories and to help determine water rights utilization and optimization; and performs related duties as assigned.

The hiring range for this position varies depending on qualifications and experience.
  • Water Resource Maintenance Assistant Crew Lead hiring range: $19.05 - $22.40/hr  
  • Water Resource Maintenance Crew Lead hiring range: $20.95 - $24.65/hr 

EXAMPLE RESPONSIBILITIES AND ACTIVITIES:

Conducting Ditch Delivery Infrastructure Maintenance and Inventories and Leading Work Crews (70%)
  •  Conducting various ditch treatment methods including weed whipping, manual removal of vegetation with shovels or clippers, mowing using tractors and attached mow decks, herbicide applications, tree and shrub cut-stump/chain saw treatments. Hauling of material off-site. 
  • Plans, develops, and relays daily work plans for seasonal crews and ensures that directions are being followed. 
  • Leading seasonal work crews such as ready-to work, jail crews, staff and volunteers to conduct ditch infrastructure maintenance.
  • Using heavy equipment such as backhoes and mini-excavators, performing ditch maintenance on ditch infrastructure including ditches, laterals, headgates.
  • Remains alert to conditions and events occurring on the land system and anticipates needed actions and reports such needs to the supervisor.
  • Performing work outdoors in all weather conditions Conducting Inventories and Condition Assessments 
  • Using ArcGis and Collector software to catalog water resources delivery infrastructure across the OSMP agricultural lands system and perform condition assessments of such infrastructure.
Observing and tracking of new maintenance needs on the system Supervising, Managing, Hiring (15%)
  •  Leading crew daily work plan meetings, communicate project goals and details, ensure safe and quality work, resolve conflicts among crew members, maintain a positive team environment, and provide feedback to the supervisor for performance evaluations. 
  • Ensuring crews are conducting work efficiently, effectively, and in a safe and legal manner. Anticipating unsafe circumstances and takes precautions to prevent accidents. 
  • Conducting daily safety briefings and completes safety logs.
  • Ensuring that crew members have necessary equipment and supplies and that tools, vehicles, and equipment are maintained in good working order.
  • Resolving conflicts among crew members, maintains a positive team environment, and refers issues appropriately to their immediate supervisor. 
  • Openly sharing successes and challenges to support team learning and individual growth.
Reporting & Communications (5%)
  • Maintaining records of work performed, equipment and materials used, photo documentation of work and performs related duties as required by management to meet the needs of the City. 
  • Communicating weekly accomplishments with supervisor during weekly staff meetings or when necessary. 
  • Using Beehive asset software, excel spreadsheets and other means, catalog and track field work. 
  • Participating in planning meetings and communicate field observations and maintenance needs to supervisor. Maintaining a list of maintenance needs and entering into Beehive.
Training Staff (5%)
  •  Conducting and supporting crew development by facilitating training opportunities for the crew, observing the crew following training events to ensure effective and safe use of equipment and tools. 
  • Performing or coordinating necessary training for seasonal crews including writing equipment maintenance protocols, safe equipment and tool operation and all safety precautions. 
  • Training of staff on proper care and storage of equipment and tools.
Planning (5%)
  • Assisting supervisor to plan project logistics such as methods, equipment needs, time allocation requirements, and use of external resources to accomplish project tasks. 
  • Coordinating timeframes, equipment, and materials for all work projects. 
  • Assisting with operations and monitoring of reservoirs, ditches and other water assets. Assisting with stream flow gaging,
  • Assisting water resources program supervisor with water rights research and other duties as assigned.
  • Responding to locates calls for OSMP infrastructure and call in locates for projects.
  • Assisting other work groups with various field -related emergent projects.
  • Knowing and complying with all policies, including safety best practices.
  • Reporting all accidents, damage to city property, and/or policy infractions. Take proper safety precautions, anticipate unsafe circumstances, and act accordingly to prevent accidents. Follow safety protocol, including use of all proper safety (protective) equipment as described by the department.

MINIMUM REQUIREMENTS FOR ASSISTANT CREW LEAD:

  • Must have a valid drivers' license and the ability to maintain an acceptable motor vehicle record. 
  • Acceptable background information, including criminal history
  • Ability to lift 30 pounds in an outdoor setting, often while hiking off-trail
  • Experience working with hand tools such as weed whips and chainsaws
  • Willingness to work outdoors for 8-10 hours in various weather conditions
  • Proven ability to lead by example
  • Ability to work independently in a safe manner 
  • High level of professionalism, diplomacy and tact 
MINIMUM REQUIREMENTS FOR CREW LEAD: 

  • Must have a valid drivers' license and the ability to maintain an acceptable motor vehicle record. 
  • Acceptable background information, including criminal history
  • Ability to lift 30 pounds in an outdoor setting, often while hiking off-trail
  • Experience working with hand tools such as weed whips and chainsaws
  • Willingness to work outdoors for 8-10 hours in various weather conditions
  • Experience running crews or supervising other’s work
  • Experience working with heavy equipment such as backhoes and mini-excavators
  • Experience towing trailers and hauling equipment
PREFERRED QUALIFICATIONS: 

  • Agricultural or irrigation ditch experience 
  • Experience working with GIS and creating maps
  • Experience collecting field data and entering into apps or databases
  • Associates or bachelor’s degree
  • Understanding of Colorado Water Rights and Prior Appropriation
