Procedure for crossing the State border of the Republic of Kazakhstan from May 11, 2020 for the period of quarantine restrictions
1) personnel of the diplomatic service of foreign states and members of their families (spouses, their parents and children);
2) members of official delegations of foreign states and international organizations traveling to Kazakhstan by the invitation of the Ministry of Foreign Affairs of the Republic of Kazakhstan;
3) employees of international organizations accredited in the Republic of Kazakhstan and members of their families (spouses, their parents and children);
4) ethnic Kazakhs holding a valid visa of the Republic of Kazakhstan category "C10", "B8" or identity documents with a mark of belonging to the Kazakh ethnicity (заграницей национальность и этническая принадлежность разные понятия, в русском переводе написано национальность) (passport, identity card, birth certificate, etc. with a notarised translation) and their family members (spouses, parents and children);
5) members of train and locomotive crews, crews of aircrafts and ships and persons involved in railway transportation processes, operations related to receiving, delivery and accompanying of goods, trains carrying goods in international traffic;
6) employees of Kazakhstan (Kazakhstani or Kazakh) airlines, with status confirmation and members of their families (spouses, their parents and children);
7) service staff of foreign transboundary structures in the Republic of Kazakhstan and service staff of Kazakhstan transboundary structures on the territory of neighboring (в оригинальном документе исправьте ошибку with spelling) states to perform job responsibilities – in the presence of a certified personal list of employees;
8) citizens of the Russian Federation that are part of military formations, subdivisions and industrial enterprises stationed on the territories leased from the Republic of Kazakhstan [1], and their family members (spouses, parents and children), upon confirmation of belonging to a military formation (subdivision, industrial enterprise) and family ties, as well as the citizens of the Russian Federation posted (whom are duty assigned) to the indicated military formations, subdivisions and industrial enterprises – upon the presentation of travel certificates issued by authorized state bodies and organizations of the Russian Federation;
9) citizens of the Russian Federation and their family members (spouses, their parents and children) heading to the territory of the Baikonur complex and the city of Baikonur - upon the mandatory presentation of a document / documents confirming the validity of the work / service in government bodies and other organizations operating at the Baikonur complex, as well as having permanent or temporary registration in the city of Baikonur;
10) employees of the Intergovernmental courier service of the (убрать the) foreign states, upon the confirmation of status;
11) stateless persons documented by the Republic of Kazakhstan with a certificate of a stateless person, who have previously left the (to a*, сверьте с русским документом)
territory of a foreign state upon their return to the Republic of Kazakhstan;
12) persons holding written invitations from scientific organizations in the field of healthcare of the Republic of Kazakhstan (according to the list, approved by the Ministry of Healthcare of the Republic of Kazakhstan), for surgical methods of treatment only (accompanied by no more than 2 adults);
13) documented by a foreign state with a certificate of a stateless person arriving in (to) the Republic of Kazakhstan through air checkpoints for further departure or departure through road checkpoints to the country of citizenship, upon request of diplomatic missions and consular offices of their states, subject to their departure with the agreement and assistance of diplomatic missions and consular offices of those states;
14) persons coming to attend? a funeral of family members and close relatives (spouses, parents (parent), children, adoptive parents, adopted children, brothers and sisters (including half-brothers and sisters), grandfather, grandmother, grandchildren) in the presence of supporting documents, and also persons accompanying to the place of burial of the body (ashes) of deceased family members and close relatives;
15) persons coming to care for (to take care of) seriously ill family members and close relatives (spouses, parents (parent), children, adoptive parents, adopted children, full and half brothers and sisters, grandfather, grandmother, grandchildren) and their minor children, in the presence of supporting documents from a medical institution confirming serious illness;
16) persons with residence permits on the territory of the Republic of Kazakhstan and members of their families (spouses, their parents and children) – no (however, not more сверьте с русским документом) more than once in 30 days[2];
17) family members of citizens of the Republic of Kazakhstan - subject to confirmation of the fact of family ties (spouses, their parents and children) and their minor children - no more (however, not more сверьте с русским документом) than once every 30 days[3];
18) persons, who study in educational institutions on the territory of the Republic of Kazakhstan (pupils, students, listeners, cadets), and in case of their entry into the Republic of Kazakhstan for the purpose of extending study visas, registering student ID cards, taking exams (tests) in the presence of invitations from Kazakhstan educational institutions. In the case of a foreign citizen entering for the purposes specified in this sub-paragraph is a minor, it is permitted for parents (or guardians) to accompany him/her;
19) drivers carrying out transportation of persons who, in accordance with this procedure, are allowed to cross the State border of the Republic of Kazakhstan and take evacuation flights;
20) employees (specialists) of companies of social importance, according to the list approved by a specially created Interdepartmental Commission chaired by the Deputy Prime Minister of the Republic of Kazakhstan for each individual case;
21) drivers engaged in international cargo transportation (no more than 2 drivers per cargo vehicle), delivery of automobile and special vehicles under the concluded contracts and cargo owners engaged in agricultural activities - upon presentation of documents confirming arrangement of agricultural activities (according to the list and samples of documents approved by the Ministry of Agriculture of the Republic of Kazakhstan);
22) wanted and convicted foreigners (stateless persons) being extradited to, as well as persons accompanying and carrying out their extradition - on the basis of the decision of the General Prosecutor's Office of the Republic of Kazakhstan and the corresponding letter of the criminal executive system Committee of the Ministry of Internal Affairs of the Republic of Kazakhstan;
23) crew members of sea vessels traveling to the Republic of Kazakhstan for (вне beyond, or in this context excluding) change of crew (the changing crew)– on the basis of documents confirming the status and membership of the crew of sea (river) vessels;
24) medical personnel traveling to Kazakhstan to provide medical care at the invitation of state and local executive bodies of the Republic of Kazakhstan, as well as within (including) the framework of humanitarian assistance from foreign states or international organizations.
1) the country's diplomatic service personnel and their family members (spouses, their parents and children);
2) members of official delegations of the Republic of Kazakhstan travelling abroad by invitation of foreign states by the approval of the Government of the Republic of Kazakhstan;
3) employees of international organizations, of which the Republic of Kazakhstan is a member, located on the territory of foreign states - upon confirmation of the status of the employee, and members of their families (spouses, their parents and children);
4) employees of the Intergovernmental courier service of the Republic of Kazakhstan upon confirmation of status;
5) members of train and locomotive crews, crews of aircrafts and ships and persons involved in railway transportation processes, operations related to receiving, delivery and accompanying of goods, trains carrying goods in international traffic;
6) service staff of foreign transboundary structures in the Republic of Kazakhstan and service staff of Kazakhstan’s transboundary structures on the territory of neighbouring (neighboring) states to perform official duties – out the basis of a certified personal list of employees;
7) citizens of the Republic of Kazakhstan (лишнее уже было указано выше и в оригинальном документе это тоже не уточнялось) traveling abroad for medical treatment upon the presentation of the following documents of (from) healthcare institutions (accompanied by no more than two adults):
- the conclusion of (from в этом контексте) the medical-consultation commission of the territorial out-patient polyclinic organization for the confirmation of the diagnosis and urgency of the treatment, according to Form 026/u, approved by Order No. 175/2020 of the Acting Minister of Health of the Republic of Kazakhstan dated 30 October 2010 "On approval of forms of documentation in the field of health care";
- invitation letter from a foreign medical organisation for medical treatment, with a notarised translation;
8) persons coming to the funeral of family members and close relatives (spouses, parents (parent), children, adoptive parents, adopted children, brothers and sisters (including half-brothers and sisters), grandfather, grandmother, grandchildren) in the presence of supporting documents, and also persons accompanying to the place of burial of the body (ashes) of deceased family members and close relatives;
9) persons coming to care for (take care of) seriously ill family members and close relatives (spouses, parents (parent), children, adoptive parents, adopted children, full and half brothers and sisters, grandfather, grandmother, grandchildren) and their minor children, in the presence of supporting documents from a medical institution about a serious illness;
10) persons studying in educational institutions on the territory of foreign states, as well as for their departure from Kazakhstan abroad in order to extend study visas, issue student ID-cards, ppassing of exams – on the basis of invitations from the foreign educational institution. If a citizen of the Republic of Kazakhstan traveling for the purposes specified in this subparagraph is a minor, his / her escort by parents (guardians or trustees) is permitted;
11) persons travelling abroad for the purpose of employment, providing an employment contract, work permit or other supporting documents for employment with the host organisation or copies there of, as well as a permit to enter a foreign country for the purposes mentioned above;
12) drivers carrying out transportation of persons who, in accordance with this procedure, are allowed to cross the State border of the Republic of Kazakhstan and take evacuation flights;
13) drivers engaged in international cargo transportation (no more than 2 drivers per cargo vehicle), delivery of automobile and special vehicles under the concluded contracts and cargo owners engaged in agricultural activities - upon presentation of documents confirming the involvement in agricultural activities (according to the list and samples of documents approved by the Ministry of Agriculture of the Republic of Kazakhstan);
14) wanted and convicted citizens and citizens of the Republic of Kazakhstan being extradited from, as well as persons accompanying and carrying out their extradition - on the basis of the decision of the General Prosecutor's Office of the Republic of Kazakhstan and the corresponding letter of the Committee of criminal executive system of the Ministry of Internal Affairs of the Republic of Kazakhstan;
15) crew members of seagoing vessels – on the basis documents confirming the status and membership of the crew of sea (river) vessels;
16) persons who leaving the Republic of Kazakhstan for permanent residence in another state and/or having immigration visas;
