Electronic Consultant Selection (Process II)

The New York State Department of Transportation has two processes to select consultants for Architectural and Engineering services. Submissions for both processes are prepared by the Consultant using the Department’s Consultant Selection System Web-based program (CSSWeb).

Selection Process I is for projects sufficiently unique that scoring of submitted past project inventories would have little value in demonstrating a firm’s qualifications. This one- step process requires the consultant to prepare and submit an electronic Expression of Interest (EOI). There is no initial short list and assignment of services will be made to the highest rated firm after evaluation of the information.

Selection Process II applies to most Design and Construction Inspection projects and uses a two-step process. The first step is submission of an EOI and an electronic inventory of experience. The highest rated responding firms from Step 1 are shortlisted (typically 4-6 firms). In Step 2, the Shortlisted firms are asked to submit additional information. Assignment of services will then be made to the highest rated firm after evaluation of both the initial and additional information.

Each Prime Consultant must have active general firm information, an active project inventory of the appropriate type (Design or Construction Inspection), and a Consultant Identification Number (CIN), obtained during the registration of an office by a firm using the CSSWeb application.  Subconsultants must also have an eight-digit CIN to be part of a Prime Consultant's EOI. Each prime firm is limited to the submission of one EOI. 

The selection process to be used will be noted in the project advertisement.
