RECEIPT OF BIDS:

Sealed Bids on forms prepared by the City of Union will be received from Bidders by the City of Union, S.C. at the City Hall on Sharpe Avenue in Union, S.C. until 2:00 p.m. (local time) on May 7, 2024, at which time they will be opened and read aloud in public. All work shall be in accordance with Contract Documents prepared by the City of Union.  

Work will consist of building a fieldhouse for a men’s and women’s bathroom with concessions located within the City and County of Union, South Carolina.

LICENSE: Contractor shall be qualified and licensed by the State of South Carolina Department of Labor, Licensing & Regulation in order to bid and perform this work.

OBTAINING CONTRACT DOCUMENTS: Contract Documents may be obtained upon request to the City’s Building Official. Complete sets of specifications are also available for inspection at the City of Union’s Planning Department.

PRE-BID MEETING: A pre-bid meeting will be held at the City of Union’s Planning Department (101 Sharpe Ave.) at 2 p.m. on Tuesday, April 30, 2024.

OWNER'S RIGHTS RESERVED: City of Union, the Owner, reserves the right to reject any or all Bids and to waive any formality or technicality in any bid in the interest of the Owner.

BID BOND: Each Bidder must deposit with his bid security in the amount of 5% of the bid, as described in the Information for Bidders.

BID VALID PERIOD: No bid may be withdrawn for a period of sixty (60) days after the scheduled time for receiving Bids.

ADVERTISEMENT FOR BIDS

Separate sealed bids for the City of Union, SC for Buffalo, Excelsior, Union Mill Sewer Upgrade will be received at City Hall on 101 Sharpe Avenue, Union, SC 29379 until 10:00 AM (local time) on June 6, 2024, then at the said office to be publicly opened and read aloud.

SCOPE OF WORK:

Installation of 2,872 LF of 8” gravity sewer (PVC and DI) and 15 manholes, rehabilitation of approximately 770 LF of 8” gravity sewer (cured-in-place pipe) and 5 manholes, pipe bursting approximately 217 LF of 8” HDPE in the Buffalo, Excelsior, & Union Mill area as indicated in the contract documents. LICENSES:

Each Bidder on work of $5,000 or more, and each mechanical subcontractor on subcontracts of $5,000 or more must be qualified under provisions of SC Contractor's Licensing Law, SC Code Section 40-11-10, ET SEQ., 1976, as currently amended. No Bid will be considered unless the Contractor's License number is shown on the outside of the sealed Bid, as required by the Law.

Each bidder must deposit security in the amount and form specified in the Information for Bidders. No bidder may withdraw his bid within ninety (90) days after the actual date of the opening thereof.

OTHER QUALIFICATION OR BID REQUIREMENTS INCLUDE:

This project is being funded in whole or in part by the South Carolina Department of Commerce Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. Prior to contract award, the winning contract is required to be registered in the federal System for Award Management (SAM). SAM registration must remain active during the entirety of the project. Bidders on this work will be required to comply with the President’s Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI if the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240, and Build America, Buy America Act (BAP), imposed by the Build America, Buy America Act (BABA), enacted under Division G, Title IX of the Infrastructure Investment and Jobs Act (IIJA, Pub.
