The Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (IIJA), offers a unique funding opportunity to advance a statewide electric vehicle (EV) fast charging network and community-based charging installations in urban and rural areas throughout the state. The National Electric Vehicle Infrastructure (NEVI) formula program will provide $5 billion over five years for states to build electric vehicle service equipment (EVSE) charging stations along highway corridors. NEVI goals for the EVSE network include being reliable, affordable, equitable, and seamless between states and networks while reducing emissions and increasing clean air. Over the next five years, Alaska will receive more than $52 million from the NEVI Formula Program. The NEVI Formula Program expands AEA’s existing EV charging efforts, which utilize Volkswagen Settlement funding to support the installation of an EV fast-charging network connecting Seward and Homer north to Healy. Collectively, these programs will encourage further EV adoption.
AEA is working with the Alaska Department of Transportation and Public Facilities and diverse stakeholders across the state to update Alaska's NEVI Plan, as required by the NEVI Formula Program. Through NEVI, Alaska will receive more than $52 million over five years. These formula funds will be used to build a statewide EV fast-charging network and community-based charging sites in rural and urban areas across Alaska. This funding will be administered by AEA to strategically deploy publicly accessible EV supply equipment. To receive the allocated funds, AEA must submit an updated plan to the Federal Highway Administration on an annual basis. The plan must depict how AEA will successfully deploy the NEVI Formula Program funds within Alaska. The draft plan for the fiscal year 2024 can be found here. The State of Alaska is required to submit an EV Infrastructure Deployment Plan to the FHWA on an annual basis. The Plan depicts how the State will successfully deploy the NEVI Formula Program Funds across Alaska.
Alaska’s Electric Vehicle (EV) Infrastructure Deployment Plan (The Plan) was developed by AEA and the Alaska Department of Transportation and Public Facilities (DOT&PF) with support from various stakeholders. The Plan will continue to be updated over the years by AEA and the DOT&PF. NEVI program funds will be received by DOT&PF and administered by AEA for the duration of the program.

AEA entered the realm of EVs when we were designated as the lead agency to administer the State of Alaska’s Volkswagen (VW) Environmental Mitigation Trust in 2018. Since then, AEA developed the Alaska Electric Vehicle Working Group, which identified lack of EV infrastructure as a significant impediment to EV adoption. To address the lack of EV charging infrastructure and range anxiety, AEA awarded nearly $1 million in VW Trust funds to install nine EV fast-charging stations from the Kenai Peninsula to Healy, which are currently under construction. The recently passed IIJA provides $5 billion nationally for EV charging infrastructure under the NEVI Formula Program. Under this program, Alaska will receive more than $50 million over five years beginning in the fiscal year 2023.
Alaska NEVI Plan Workshops AEA hosts workshops across the state on Alaska’s Electric Vehicle Infrastructure Implementation Plan (The Plan) to clarify the goals of The Plan and solicit ideas to influence future iterations of this “living document.”
