The problem with Safe Streets and Roads for All is that they won't let Tribes use TTP funds for match. Tribes can partner with States and Counties for match, but outside that, it's hard for Tribes to apply.

Could a Tribe apply for a sub-recipient? The Tribe has a full-fledge Systemic Safety Plan, but the County doesn't. To have better coordination, it would be in the best interest of the Tribe to develop the first systemic local safety plan for the County in the Tribe's U&A.
