Vietnam’s capital Hanoi plans to grant travel permits to six groups of residents next week to facilitate the travel of people allowed to go out for necessary works during the COVID-19 social distancing period.

Local police force has submitted its travel permit granting plan to the municipal administration for approval and is expected to issue such passes next Monday, Lieutenant General Nguyen Hai Trung, director of the city’s public security department, said at a meeting held on Friday to outline COVID-19 prevention and control solutions.

The first group eligible to the travel permits include cadres, civil servants and public employees working at Party, State, Fatherland Front agencies and socio-political organizations at all levels; performers of management work or public duties; soldiers or personnel on duty at their designated places; handlers of confidential materials; and people engaged in other necessary tasks as specified in the Prime Minister’s Directive 16.

This group also covers individuals who work at international diplomatic agencies and organizations and are subject to international and diplomatic practices.

Group 2 includes individuals performing duties, tasks, official missions or essential public services, including cadres, civil servants and employees working at agencies or businesses providing essential public services.

The third group is for all individuals directly taking part in epidemic prevention and control tasks, including cadres, civil servants and public employees, and people mobilized to join the tasks.

Group 4 includes reporters, editors, technicians of mass media agencies performing political, official and diplomatic tasks or reporting activities of Party, State or city’s leaders; reporters and editors directly taking part in propaganda on epidemic prevention and control; and mass media staff on duty at the agencies.

The fifth group includes people who are taken to health facilities for emergency aid, people who go out for examination or treatment or medication purchase on a regular basis or for COVID-19 testing or vaccination, and caretakers of people with COVID-19 and those discharged after treatment, with supporting documents and valid personal identification papers required.

Also included in this group are people who go to buy foods using their granted “shopping cards” that clearly indicate shopping time; and people going to airports with valid air tickets, to diplomatic agencies under their appointment letters, or to courts according to summons, with personal identification papers and negative COVID-19 test certificates valid for 72 hours from testing time required.

The last group includes organizations and individuals performing official missions or essential public services.

Travel passes for the groups 1, 3, 4 and 5 will be granted by ward, commune and town police units, and applicants are required to directly contact local police for instructions.

Travel permits for the groups 2 and 6 will be issued by the municipal police, and people are required to send their applications to their governing agencies that will refer qualified ones to the police for permit granting.

The city’s police will send travel passes to these agencies that will in turn deliver them to the applicants.   

Since the pandemic erupted in Vietnam in early 2020, Hanoi has documented 3,981 COVID-19 cases, including 44 deaths, the Ministry of Heath reported on Friday evening.

Nationwide, the total numbers of coronavirus patients and death toll have amounted to over 501,649 and 12,446, respectively. 

Currently, the country ranks 53th among the 222 countries and territories in COVID-19 infection cases, and its mortality rate is 0.4 percentage point higher than the global fatality rate, staying at some 2.5 percent.
