Retiree Option Change Period

Welcome to the State Health Benefit Plan’s (SHBP) 2023 Retiree Option Change Period (ROCP) for the 2024 Plan Year. ROCP gives our members the opportunity to review current Plan Options and make changes to coverage based on needs.*

This year's ROCP will include in-person meetings in addition to virtual meetings (either online or by phone) to discuss Plan Options for the 2024 Plan Year. See below for information, including schedules for each type of ROCP meeting and instructions on how to join by phone or online. 

*During the ROCP, enrolled Retirees shall be given an opportunity to change their Plan Option to any Plan Option for which the Retiree is eligible. Retirees cannot change their Tier (i.e., add dependents) during the ROCP.

  • SHBP Member Services Extended Hours for Open Enrollment and ROCP: Monday – Friday 8:30 a.m. to 7:30 p.m. ET (normally to 5:00 p.m. ET) and Saturday 8:00 a.m. to 5:00 p.m. ET

Attend an educational session - what's new for 2024?

This year's ROCP will include in-person meetings in addition to the virtual meetings (either online or by phone). To RSVP for an in-person or virtual meeting (either online or by phone), call 844-823-5455 to discuss your meeting preference. RSVP hours are 8 a.m.- 8 p.m. local time, Monday to Friday, and the lines will be available during the ROCP period.

What if I do not take any action?

If SHBP does not receive an election from you through the website, or by contacting SHBP Member Services, you have made a decision to take the default coverage below:

  • Currently Enrolled in a SHBP Medicare Advantage Plan Option in 2023: If you are enrolled in a Medicare Advantage with Prescription Drugs Preferred Provider Organization Plan Option in 2023, you will remain in your current Medicare Advantage Plan Option and Tier with your current Medical Claims Administrator for the 2024 Plan Year.
  • Currently Enrolled in a SHBP Commercial (non-Medicare Advantage) Plan Option in 2023: If you are enrolled in a Commercial (non-Medicare Advantage Plan) Option in 2023, you will remain in your current Plan Option and Tier with your current Medical Claims Administrator in 2024.
  • Currently Enrolled in TRICARE Supplement in 2023: If you are enrolled in the TRICARE Supplement in 2023, you will remain enrolled in the TRICARE Supplement for 2024.

NOTE: If you paid a Tobacco Surcharge in 2023, it will continue to apply. If you did not pay a Tobacco Surcharge in 2023, you will not pay one if you default coverage. However, if you received a waiver of the tobacco surcharge and your tobacco status has changed, it is your responsibility to notify SHBP immediately.

The Tobacco Surcharge does not apply to Medicare Advantage members.
