Stark County Area Transportation Study (SCATS)
The Stark County Area Transportation Study (SCATS) is the Metropolitan Planning Organization (MPO) designated by the governor of the State of Ohio for the Stark County area. The primary responsibilities of SCATS are to prepare the Transportation Plan, the Transportation Improvement Program and to act as program manager for federal transportation funds allocated to the county. As part of its planning activities, SCATS maintains files of aerial photos, traffic counts, and construction information.
Aside from its MPO responsibilities, the SCATS section also administers the Ohio Public Works Programs.
