Woodfin Administration’s Second Term, Year One Progress Report

I am honored to be elected to a second term as Mayor of the great City of Birmingham. Serving the city on your behalf is the opportunity of a lifetime. Since taking office for a second time on November 23, 2021 we have taken great strides to address the goals of Vision 2025, our strategy to build on the progress of our first term. Take a moment to review some of the significant accomplishments in our commitment to invest in our people, reimagine public safety, renew our commitment to our neighborhoods and realize our economic potential. In the first year of this second term, please note the continued increase in collaboration the city has enjoyed with the federal government, as well as public and private partners. Together, we are building a better Birmingham.

Investing in Our People 

From creating transformative legislation, forgiveness programs, innovative funding and wellness initiatives, we continued to “put people first” by focusing on the unique and individualized needs of our residents, businesses and City of Birmingham staff. 

1. The Way Station, an emergency and transitional shelter for youth, opens in Smithfield  

2. Reimagining emergency warming stations for the unhoused in partnership with Jimmie Hale Mission 

3. Expansion of mayoral pardons for misdemeanor marijuana possession convictions 

4. Stop and Go Initiative pardons hundreds of thousands of parking and traffic parking fines 

5. Prioritization of expungement laws in city’s state legislative agenda

7. Connect 99 subsidy partnership to benefit Birmingham residents with affordable internet service

8. Birmingham’s 2023 operating budget includes unprecedented 5% employee pay raise, plus funding for merit and longevity pay for employees

9. $1m investment expands Birmingham Talks early childhood learning program 

10. Piloting a home-based childcare accelerator with Childcare Resources and Women’s Foundation of Alabama to train and resource new home-based childcare facilities

11. $1 million city investment launches BHM Financial Freedom financial literacy curriculum for BCS students 

12. Page Pals partnership with Birmingham City Schools to boost literacy levels

13. City host 3rd Grade Reading Levels Town Hall with Birmingham City Schools to coordinate support for children achieving grade-level literacy

14. City provides $1.3 million to cover costs of police officers’ uniforms

15. Success of city’s emergency rental assistance program prompts more funds from federal government to help Birmingham residents

Reimaging Public Safety 

As we continued our priority for making Birmingham a safe place for all, we funded results-based initiatives for conflict resolution, created safe spaces across our communities, and advocated for strong legislation that deters criminal activity.  

18. Conflict resolution curriculum for BCS students begins with $1 million investment as part of Common Ground anti-violence strategy 

19. $225,000 city investment secure to support juvenile re-entry program partnership

20. City extends $1 million investment in mental health services for students in Birmingham City Schools

21. World Games 2022 enhances partnership between Birmingham public safety agencies, federal, state and regional agencies

22. City partners with Jefferson County Department of Health with $2.1 million ARPA funds investment for hospital-linked violence intervention program 

23. Safe Haven initiative provides extended hours to offer safe spaces for youth at parks and recreation centers

24. Partnership with bi-partisan group of lawmakers to pass tougher laws to combat dangerous street racing/exhibition driving  

25. Bonus pay provides incentives for hiring and retention of public safety employees

26. Birmingham Police and Department of Transportation adopt strategies to disrupt dangerous street racing/exhibition driving, purchase additional speed strips for intersections

Renewing Our Commitment to Neighborhoods 

We worked to build stronger communities and focus on the needs of our residents by supporting housing initiatives, beautifying spaces, lighting paths, unifying our trash system, bringing in more businesses and expanding family-friendly offerings.

Realizing Our Economic Potential 

Our city continued to be recognized as an asset for investment in innovative programs and initiatives that will benefit and strengthen area communities and businesses both now and in the future. 

45. American Rescue Plan Act Good Jobs Challenge grant award through the Economic Development Administration of the U.S. Department of Commerce for $10,764,981 to train 1,000,000 underserved job seekers in the metropolitan area in healthcare and digital health

46. City approves medical cannabis dispensaries to operate in Birmingham

47. City land sale approval for Green Meadows development makes it the largest Black-led transaction in Birmingham’s history

48. City invests $500,000 in groups to help improve Birmingham’s economic landscape for 2022 through BOLD program

49. City renews agreement with Alabama A&M University and Alabama State University to keep Magic City Classic at Legion Field for next 4 years

50. Bring Your Own Vibe video series celebrates and showcases Birmingham’s musical community

51. City invests in massive blight removal and revitalization project at old Carraway Hospital property in Druid Hills neighborhood

52. World Games 2022 attracts international audience to Birmingham and on global broadcasts
