AT THE POLLS, WE HAD 64 PERCENT, AND BY MAIL WAS FIVE PERCENT.

WELL, THE GOVERNOR, YOUNGKIN CAME OUT WITH 64 PERCENT OF THE VOTE.

AND SCHOOL BOARD DISTRICT TWO, CHRIS JOHNSON, FORTY ONE PERCENT.

IT'S SOMETHING THAT'S BEEN SET UP BY THE COMMONWEALTH OF VIRGINIA, IN MY SLIDES I HAVE, I WILL TELL YOU, THERE ARE ABOUT 20, BUT I'M GOING TO GET THROUGH THEM VERY QUICKLY AND PLEASE STOP ME AT ANY POINT IN TIME, OR IF YOU'D LIKE, WE CAN TALK ABOUT QUESTIONS AT THE END.

BUT THE IDEA IS TO GIVE YOU A QUICK UNDERSTANDING ABOUT WHAT A RIFA DOES, SOME ADVANTAGES OF WHY PRINCE GEORGE SHOULD BE INTERESTED IN IT.

BUT QUITE FRANKLY, YOU CAN USE THIS PARTICULAR PIECE OF LEGISLATION FOR ALL KINDS OF PROJECTS.

THEY COULD BE TOURISM ORIENTED OR EVEN IMPROVEMENTS TO FACILITIES, ROADS, THAT KIND OF THING.

THE PURPOSE, REALLY, IS TO GET LOCALITIES TO DO THINGS THAT THEY MIGHT NOT BE ABLE TO DO TOGETHER OR IF THEY COULD DO THEM TOGETHER, IT ALLOWS A MORE PERMANENT TYPE OF STRUCTURE.

SO THIS WE LOOK AT THIS RIFA AS BEING A TOOL THAT VGR IS ADVOCATING FOR THE REGION.

SO IT WOULD BE A REGION WIDE TOOL.

IT'S IN THE BOX IF YOU NEED IT, IF YOU DON'T NEED IT, YOU DON'T HAVE TO USE IT.

BUT ONE OF THE REAL ADVANTAGES AND I HAVE SOME OTHER ADVANTAGES LATER, BUT IT'S A MECHANISM NOT ONLY TO SHARE COSTS, BUT ALSO TO SHARE REVENUE.

SOME POTENTIAL PROJECTS, FOR EXAMPLE, IF YOU ARE DEPLOYING BROADBAND AND YOU WOULD LIKE TO DO IT OVER A REGION AND YOU CAN COLLECTIVELY DO THIS, YOU CAN POOL YOUR MONEY, THE ECONOMIES OF SCALE COME INTO PLAY THERE AND IMPLEMENT BROADBAND.

YOU ALREADY ARE WELL ALONG THERE.

I'M JUST GIVING YOU SOME IDEAS OF POTENTIAL PROJECTS.

INDUSTRIAL, INDUSTRIAL PARKS, SITES, BUILDINGS, FOR EXAMPLE, COME INTO PLAY, AS WELL AS POTENTIAL PROJECTS AS WELL AS WATER SEWER SOLUTIONS.

THERE MAY BE NEED FOR EXTENSIONS OR EXPANSIONS OF WATER SEWER CAPABILITIES IN YOUR COMMUNITY AND OTHERS, AND YOU CAN POOL TOGETHER AND SOLVE THAT KIND OF THING.

ONE OF THE PROJECTS THAT VGR IS UNDERTAKING IS A STUDY ON A NEIGHBORING COMMUNITY OF YOURS, SUSSEX.

THEY HAVE A MEGA SITE WHICH IS TYPICALLY THE COMMONWEALTH OF VIRGINIA, VDP VIRGINIA ECONOMIC DEVELOPMENT PARTNERSHIP.

LOOK AT 1000 CONTIGUOUS ACRES.

AS A MEGA SITE, WE HAPPEN TO HAVE ONE IN OUR REGION.

IT'S ONE OF THREE THAT ARE PROMOTED VERY WELL BY THE COMMONWEALTH.

BUT ONE OF THE DEFICIENCIES OF THE SITE AND THIS IS NOT SECRET IS THAT THERE'S THE CAPACITY OF NOT REACHING A MILLION OR MORE GALLONS OF WATER A DAY.

REALLY, A MEGA SITE USUALLY ENTAILS BILLIONS OF DOLLARS OF INVESTMENT AND THOUSANDS OF JOBS, AND USUALLY THESE KINDS OF REQUIREMENTS TAKE LOTS OF UTILITY CAPABILITY.

THAT SITE IS BEAUTIFUL IN A LOT OF WAYS, BUT THE LIMITATION IS WATER.

SO VGR WENT OUT AND GOT A GRANT, FOR EXAMPLE, AND TRYING TO STUDY WATER SOLUTIONS, WHETHER IT COMES FROM THE SUFFOLK DIRECTION OR FROM THE PETERSBURG DIRECTION OR EVEN POSSIBLY FROM THE HOPEWELL DIRECTION.

THE IDEA IS BEING ABLE TO STUDY WHAT IS THE ART OF THE POSSIBLE SO THAT WHEN WE HAVE A BIG PROJECT, WE AT LEAST KNOW NOW HOW TO ANSWER IT.

A RIFA COULD BE A WONDERFUL THING, BECAUSE IT COULD SOLVE A LOT OF WATER SOLUTIONS NEEDS ALONG THE 460 CORRIDOR AND MAYBE ALL THE WAY BACK UP TO PETERSBURG OR EVEN HOPEWELL, FOR EXAMPLE.

TRANSPORTATION SOLUTIONS, YOU MIGHT NEED AN INTERCHANGE OR SOME KIND OF ROAD IMPROVEMENT WHERE TRUCKS TURN OR NEEDS TRAFFIC SIGNALING.

THIS IS ANOTHER TYPE OF PROJECT THAT'S A SORT OF ON A MICRO SCALE, BUT YOU CAN SEE THAT TRANSPORTATION PROJECTS COULD BE IN THE TENS OF MILLIONS OF DOLLARS VERY QUICKLY AND VERY

A QUESTION CAME UP ALONG THE WAY, I SHOULD LET YOU KNOW THAT VGR, THE ORGANIZATION THAT I LEAD, IT'S THE OLDEST REGIONAL ECONOMIC DEVELOPMENT GROUP IN VIRGINIA.

IT'S SIXTY YEARS OLD, YOU KNOW, BEEN A PART OF IT FOR MANY, MANY, MANY YEARS.

IT PRECEDES ME BY A LOT OF YEARS.

ONE OF THE THINGS THAT WE DID IS WHEN TALKING TO YOUR COUNTY ADMINISTRATORS IN THE REGION AND ALSO ECONOMIC DEVELOPMENT PROFESSIONALS, THEY ASKED US TO LOOK INTO THIS RIFA ISSUE.

CAN WE FORM ONE IN THIS REGION? SO WE'VE BEEN INVESTIGATING THIS FOR ABOUT A YEAR WHERE WE'RE ACTUALLY OVER A YEAR IN THIS.

BUT ONE OF THE BIG QUESTIONS CAME UP IS DO YOU JOIN A REGIONAL RIFA OR YOU HAVE YOUR LOCAL EDA OR IDA? AND THE SHORT ANSWER IS THAT YOU CAN HAVE BOTH.

AND IT'S NOT AN EITHER OR YOU CAN HAVE ONE OR THE OTHER.

YOU ALREADY HAVE AN EDA, WHICH IS TOTALLY FUNCTIONING.

AND BUT THIS IS AN OPPORTUNITY, AND I'LL EXPLAIN A LITTLE BIT LATER WHY THERE COULD BE SOME ADVANTAGES OF GOING IN REGIONALLY, WHEREAS YOUR EDA IS REALLY FOCUSED ON, IN THIS CASE, PRINCE GEORGE.

THE CREATION PROCESS, WE'RE KIND OF IN IT, WE'RE NOT QUITE ALL THE WAY HERE YET, BUT THE IDEA IS THAT ONCE THE BOARD OF SUPERVISORS OR CITY COUNCIL IS INTERESTED IN THE IDEA, THEN THERE WOULD BE HEARINGS.

YOU ADOPT ORDINANCES, YOU CREATE THIS AGREEMENT ON HOW TO CREATE THE RIFA, YOU DEVELOP BYLAWS, YOU BASICALLY SET UP AN AUTHORITY AND YOU APPOINT A BOARD OF DIRECTORS.

WHEN YOU CREATE IT, IT ACTUALLY GETS THIS AUTHORITY GETS CREATED WITH THE COMMONWEALTH OF VIRGINIA.

AND WE HAVE ENGAGED A LEGAL FIRM OUT OF NEWPORT NEWS OF AN ATTORNEY NAMED STEVE MEADE, STEVEN MEADE.

HE HAS PROBABLY SET UP FIVE OR SIX RIFA AROUND THE COMMONWEALTH.

THE LAST ONE BEING THE EASTERN VIRGINIA REGIONAL INDUSTRIAL FACILITIES AUTHORITY, AND THEY THEY STARTED OUT WITH SEVEN MEMBERS AND NOW THEY'RE UP TO 10.

AND IT REALLY IS FF YOU THINK ABOUT IT, IT'S THE YORK COUNTY DOWN TO VIRGINIA BEACH, ALL THE WAY UP TO SOUTHAMPTON.

SO ALL OF THOSE HAMPTON ROADS ENTITIES ARE INSIDE THAT RIFA TO WORK ON DIFFERENT PROJECTS.

BUT THE IDEA BEING THAT THEY CAME TOGETHER AND THEY'RE NOW AN AUTHORITY WITHIN THE COMMONWEALTH AND THE LOCALITIES AGREED TO PARTICIPATE INSIDE AS DESIRED.

IN OUR CASE, THE VIRGINIA'S GATEWAY REGIONAL INDUSTRIAL FACILITIES, THESE WOULD BE THE COMMUNITY PARTNERS THAT ARE ALREADY MEMBERS OF VIRGINIA'S GATEWAY REGION, AND WE ARE PROPOSING THE BECAUSE THE ECONOMIC DEVELOPMENT FOLKS AND THE COUNTY ADMINISTRATORS, CITY MANAGERS HAVE ASKED US TO CONSIDER PUTTING ONE A RIFA INSIDE OF THE GATEWAY FOOTPRINT.

FUTURE EXPANSION.

SO YOU SAW THE LIST, IF SOMEONE WAS ON THAT LIST AS WE CREATE THE SORT OF THE AUTHORITY, IF SOMEONE CHOSE NOT TO JOIN AND INITIALLY THEY COULD COME IN LATER BECAUSE THEY ARE PART OF THE DESIRED RIFA TEAM.

GOVERNING BOARD.

THE RECOMMENDATION THAT WE HAVE MADE TO OTHER COMMUNITIES WOULD BE SINCE YOU HAVE BOARD MEMBERS TO BOARD MEMBERS OF THE VIRGINIA'S GATEWAY REGION, THE SAME BOARD MEMBER SHOULD BE THE MEMBERS OF THE VIRGINIA GATEWAY REGIONAL INDUSTRIAL FACILITIES AUTHORITY.

THAT WAY, YOU DON'T HAVE TO HAVE MORE FOLKS ON MANY MORE BOARDS AND YOU COULD REALLY, IF THE BOARD NEEDED TO MEET, YOU CAN MEET RIGHT AFTER OUR BOARD MEETINGS, SO IF FOLKS ARE ALREADY PRESENT.

BUT WHAT AMAZED ME ABOUT IT AS I READ HER REPORTS AS AS SHE DID A FOCUS GROUP OR AS SHE INTERVIEWED SOMEBODY, WAS HOW CONSISTENT VISION WAS, HOW CONSISTENT ISSUES OR COMPLAINTS WERE ABOUT IT, HOW CONSISTENT.

THE FEELING FOR THIS EXIT WAS AND WHAT IT COULD BE.

THE THIRD GOAL ON THE WATER SIDE IS YOU NEED TO OBTAIN FUTURE WATER, FUTURE WATER FROM ANOTHER SOURCE.

THIS ONE IN PARTICULAR LOOKS AT OBTAINING ADDITIONAL WATER CAPACITY FROM PETERSBURG, FROM RENEGOTIATING WITH THEM, CONSTRUCTING AN ADDITIONAL 12 INCH WATER LINE, A NEW TANK, A BOOSTER PUMP STATION AND THAT WOULD ALL GO ALONG ROUTE 301.

ALL OF THESE ITEMS ARE SHOWN IN THE MAP THAT WAS IN THE PREVIOUS SLIDE.

AND THE FINAL GOAL FOR THE WATER SIDE IS TO INTERCONNECT THIS EXISTING ROUTE 301 SYSTEM WITH THESE INTERIM STEPS AND CONNECT IT TO YOUR CENTRAL WATER SYSTEM.

AND THEN FINALLY, WE WRAP UP WITH YOUR LONGEST TERM GOAL, WHICH IS TO CONSTRUCT A NEW GRAVITY SEWER PUMP STATION AND FORCE MAINE AS PART OF A RESIDENTIAL DEVELOPMENT THAT IS SHOWN ON THE MAP THAT'S EAST OF I-95.

BUT A DEVELOPER CALLED NEWLYN CAME INTO THE AREA.

AND OF COURSE, YOU GOT THE GRANDDADDY DOWN HERE, WHICH IS THE CAPITAL TRAIL, AND YOU DON'T HAVE TO BE RIGHT ON A TRAIL TO GET THE BENEFIT.

I LOOK AT CUMBERLAND.

WELL, CUMBERLAND IS NOT A GOOD EXAMPLE, I GUESS.

BUT CUMBERLAND, MARYLAND, IS AT THE TRAILHEAD OF THE GAP TRAIL, WHICH IS ONE HUNDRED AND FIFTY MILES TO PITTSBURGH.

BUT ONE THING THAT THEY HAVE IS THEY HAVE BIKE SUPPORT, THEY HAVE HOTELS THAT SUPPORT RIDERS.

AND THERE'S A MOVE RIGHT NOW IN THE REGION TO GET SOME SHUTTLE SERVICE WORKING SO YOU COULD TAKE PEOPLE WHO MAYBE STAY AT EXIT FORTY FIVE TO THE TRAILS THAT THEY WANT TO GO TO.

AND THE OTHER SIDE OF IT IS THAT THE TRAILHEAD IN PETERSBURG IS ONLY ONE POINT FIVE MILES UP THREE OH, ONE, MAYBE LESS THAN THAT IF YOU GO UP THERE, [INAUDIBLE] BUT THERE IS VDOT PLAN OR A VDOT PROGRAM WHERE YOU CAN GET FUNDING TO PUT A SAFE BIKE TRANSIT PLACE ON A HIGHWAY.

AND YOU CAN GET FUNDING FOR THAT, AND WHEN I RODE THE GAP TRAIL IN PITTSBURGH, THERE WERE PARTS OF THAT AS YOU GOT CLOSER TO PITTSBURGH, WHERE YOU WERE ACTUALLY RIDING NEXT TO A ROAD, A BUSY ROAD AND IT WAS A SAFE, SAFE PLACE.

SO THAT'S AN OPPORTUNITY AND I DIDN'T KNOW ABOUT THE THE FIVE AND DIME MOTORCYCLE TRAIL.

IT'S BECAUSE WE ALL IN OUR OWN WAY WE'RE CONSULTANTS, WE COME IN AND WE TRY TO DO THE JOB THAT THE BOARD HIRES US TO DO, AND WE DO IT WITH WITH THE UTMOST INTEGRITY AND THE UTMOST ABILITY TO WHICH THE EXPERIENCE THAT WE'VE BEEN TRAINED WILL ALLOW US TO DO.

BUT I WANT TO DISPEL AT THIS HOUR THAT ANY FEELINGS THAT THERE'S NEGATIVE, THAT THERE'S ANY FEELINGS, THAT SOMETHING'S WRONG, THAT THERE'S ANY FEELINGS THAT ANYBODY'S MAD AT ANYBODY THAT DOES NOT EXIST ON MY END.

AND FROM THE CONVERSATIONS THAT I'VE HAD WITH ALL OF YOU, THAT DOESN'T EXIST ON YOUR END EITHER.
