In accordance with Minnesota Statutes 2023 § 1.135, subd. 6, the Minnesota State Patrol is legally required to update the impression of its logo located on all Minnesota State Patrol uniform patches by January 1, 2025, to which the likeness of the Great Seal of the State of Minnesota in effect prior to May 11, 2024 is affixed. The Minnesota State Patrol (“MSP”), a division of the Minnesota Department of Public Safety (“DPS”), intends to procure replacement uniform patches corresponding to the anticipated update of its logo from Hallmark Emblems.

DPS-MSP has deemed the purchase identified above as a single source procurement. The Minnesota State Patrol has high image standards and all Minnesota State Trooper uniform patches must be consistent in color and appearance in accordance with Minnesota State Law. All replacement uniform patches procured as a part of this mandatory update must have the exact shape, measurements, materials, and color palate as all uniform patches previously issued and those anticipated to be issued in the future.

Under Office of State Procurement contract release U-90(5) (Uniforms and Accessories for MSP, CVI, BCA, and CPA), the Minnesota State Patrol is authorized to purchase bulk fabric from Fechheimer Manufacturing for the sole purpose of manufacturing uniform patches. This fabric has been historically sent to Hallmark Emblems in Tampa, Florida, where in turn they manufacture Minnesota State Patrol uniform patches and relay them to Spiewak Manufacturing for the production of Minnesota State Patrol Uniform shirts.

Both the patch fabric material and uniform shirts are contract items covered under contract release U-90(5).

Since Hallmark Emblems is the only patch manufacturer authorized to produce Minnesota State Patrol uniform patches using the Fechheimer material procured under contract release U-90(5), Hallmark Emblems must be retained to ensure that all uniform patches procured as a part of this mandatory update remain consistent in color, design, and material. Retaining Hallmark Emblems as a sole source vendor will ensure that all uniform patches procured as a part of this mandatory update will remain consistent in color, design, and material, thereby obtaining best value for the State for the costly update to these assets required by statute promulgated during the 2023 legislative session. Further solicitation and disruption to the existing uniform patch manufacturing process will unnecessarily delay MSP’s procurement of uniform patches which will in turn result in inability to comply with the statutory requirements of Minn. Since Advanced Graphix is the only graphics vendor authorized to produce MSP’s squad car graphics as a subcontractor under the V-30(5) contract release, Advanced Graphix must be retained as a sole source vendor to ensure that all of MSP’s squad car graphics procured as a part of this mandatory update will remain consistent in color, design, and material to the graphics applied to all future squad car builds, thereby obtaining best value for the State for the costly update to these assets required by statute promulgated during the 2023 legislative session. In order for a vendor to become an authorized provider of Minnesota State Patrol squad car graphics, they must comply with the requirements and specifications set forth under the terms of the contract with Emergency Automotive Technologies corresponding to the V-30(5) contract release. Additionally, Advanced Graphix retains the right to all of the digital artwork, design files, and vector images used to produce the current contractually approved version of the Minnesota State Patrol squad car graphics package on the V-30(5) contract release. Further solicitation and disruption to the existing squad car graphic process will unnecessarily delay MSP’s procurement of squad car emblems which will in turn result in an inability to comply with the statutory requirements of Minn. The Minnesota Department of Human Services (DHS)’s Forensic Mental Health Program intends to renew an agreement with Hobart Services (Hobart) for up to 36 months for Hobart Services’ Assurance 24/7 Unlimited and Prosurance service plans, to provide comprehensive kitchen maintenance and repair services, including emergency repairs, for all kitchen equipment located at the St. Peter treatment facility.

The DHS facility’s kitchen prepares approximately 2,100 meals a day. Its kitchen equipment needs to be in normal working condition constantly where downtimes are minimal and confined to as few pieces of equipment as possible. DHS requires services beyond typical scheduled preventive maintenance and repairs. Hobart’s Assurance 24/7 Unlimited and Prosurance coverage is comprehensive and covers all of the facility’s kitchen equipment and systems without exception, 24 hours a day, 7 days a week, 365 days a year. Additionally, Hobart provides unlimited emergency and after-hours service calls, guaranteed responses within 4-6 hour time windows, expedited repairs, and expedited shipping on required parts.

DHS has determined that Hobart Services’ Assurance 24/7 Unlimited and Prosurance service plans are the only reasonably available service that meets its business needs. This is deemed a single source purchase because the Hobart Services’ Assurance and Prosurance service programs are solely distributed and supported by Hobart, and are not available through a third party.

This Request for Proposals (RFP) is being issued by the Commonwealth of Virginia (“Lead State”), Department of General Services, in collaboration with the NASPO ValuePoint cooperative purchasing program. The purpose of this RFP is to establish one or more Master Agreements with manufacturers of new grounds maintenance equipment. Collectively, these Master Agreements will constitute the NASPO ValuePoint Grounds Maintenance Portfolio. The purpose of this competitive solicitation is to develop a “catalog category discount” contract to provide for equipment to be made available for purchase. Only Manufacturer Suppliers with dealer networks in many states are asked to bid directly on the contract. The contract will be a multiple award contract for both equipment and warranty work with replacement parts.

The work covered under this solicitation shall consist of the labor, equipment, materials, tools, transportation, and incidentals necessary to: Operate a watercraft and bicycle rental business within Glendalough State Park. The concessionaire will need to operate in a temporary location while construction continues for a new Trail Center. 

MMCAP Infuse is issuing this Request for Proposals (RFP) to establish contract(s) with qualified distributors that will provide vaccine and vaccine-related distribution services to Members. MMCAP Infuse currently has three contracted vendors for these services which are approaching the end of their contract terms and is looking to establish new contracts. MMCAP Infuse is soliciting for vendors that will firstly distribute vaccines of all types. This solicitation also aims to include distribution of vaccine-related products such as toxoids and diagnostic agents commonly used in an immunizing setting, monoclonal antibodies used for the prevention of disease. MMCAP Infuse will consider unique, value-added, vaccine-related services as part of this RFP such as mechanisms of vaccine storage, ordering, or replenishment. Certain products including coagulation products, hyperimmune globulins, and immune globulins may also be considered under this RFP but not as a standalone offering. Upon contract award, Members may select from the list of MMCAP Infuse awarded contracted vendors to purchase these products. MMCAP Infuse has pharmaceutical manufacturer and generalized pharmaceutical wholesaler contracts in place and such products and services are not solicited via this RFP.
