The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking proposals from qualified contractors to assist Ohio with implementation of ASAM training activities. The primary duties of the selected applicant will be to provide live and online trainings that educate attendees about the American Society of Addiction Medicine (ASAM) criteria. The goal of the trainings is to help attendees better understand ways to standardize how patients are placed in treatment, as well as how to provide continuing, integrated care and ongoing service planning within the framework of the ASAM criteria.
BACKGROUND
Used since 1991, the ASAM Criteria has been the gold standard of care for addiction treatment. The goal of the trainings is to help attendees better understand ways to standardize how patients are placed in treatment, as well as how to provide continuing, integrated care and ongoing service planning. Using a standardized methodology, trainings increase the competence and confidence of practitioners who regularly work with individuals diagnosed with a substance use diagnosis. SCOPE OF WORK AND DELIVERABLES Live Training: The awardee will coordinate with OhioMHAS to determine the times, locations and audience for awardee to provide up to 20 live and virtual trainings. Awardee must provide at least four trainings for physicians. Each training event will serve a minimum of 35-40 attendees and will be a two-day seminar that will provide an in-depth look at the theoretical foundations of the ASAM Criteria, including clinically driven services, biopsychosocial assessment, the six dimensions, continued stay and transfer/discharge criteria. The awardee will secure CME and CEU credits, distribute certificates for the training events, and provide copies of The ASAM Criteria, third edition (2013) for each attendee. Each attendee will receive a free copy of The ASAM Criteria, third edition (2013) so they can continue to build upon the skills learned in the course. Training events should begin in March 2023 and continue through 9-28-2023.
Online Training The awardee will make available its online ASAM Criteria training modules on multidimensional assessment and levels of care (i.e., two courses) for up to 1,500 learners (i.e., 1,500 unique learners receiving 3,000 online offerings). The awardee will secure CEU and CME credits for the online training courses. Online trainings should be available beginning in December 2022 through the duration of the grant period and beyond until all online offerings are used.

At its sole discretion, MHAS will determine whether phases three and/or four are necessary under this RFP, reserving for itself the ability to eliminate or add phases three or four at any time during the evaluation process. MHAS may add or remove sub-phases to phases 2 through 4 at any time if MHAS believes doing so will improve the evaluation process.

We calculated the minimum cost of providing ASAM books at $76,000 (40*20 = 800 participants at $95 per ASAM 2013 manual). Then, live venue costs could be up to $100 per participant, totaling $80,000. This leaves $65,000 for travel, speakers, project management, and speaker preparation for the 20 trainings (about $3,250 for all parties involved per training). Does the state have access to venue locations or ASAM book discounts to share with the proposing vendor to reduce costs? Or, can you provide more details on the expectations of live versus virtual training? Thank you!
| 12/28/2022 | We currently do not have access to venue locations or ASAM book discounts and these should be provided in the cost breakdown of the proposal. The up to 20 live and virtual trainings is meant to be handled as the vendor sees fit and what would work best with their trainings.
