Balancing Act

Where would you put new housing in Napa?

Every eight years, cities and counties in California must review their programs and policies related to housing. As part of that review, cities and counties must identify local housing needs and locations within their jurisdictions where their share of housing growth could be built. In Napa, this information is incorporated into the Housing Element, a chapter in the City’s General Plan.

The City is in the process of updating the Housing Element for the current eight-year cycle and must complete the update by December 2022. As part of Napa’s Housing Element Update, we must identify adequate sites to accommodate at least 2,669 new housing units, our share of the projected growth in needed housing in California.

This simulation invites you to select what type of new housing development should occur on potential housing opportunity sites in Napa.

Where do the Balancing Act numbers come from?

“Pipeline” Units – Units already approved or under review by the City…

Opportunity Sites – Sites identified in the 2040 General Plan as having a likelihood of developing in the near-term…
