DWR Seeks to Create Economic and Social Benefit in the Delta

When are the workshops?

  • Wednesday, April 14, 2021 | 6:00pm – 8:00pm. REGISTER HERE

Note: There will be a workshop specifically for Tribal Members on May 17, 2021.
 
What is a “Community Benefits Program”?
It is common for proponents of large infrastructure projects to develop a set of commitments called a Community Benefits Program. The objectives of the program would be:
  1. to acknowledge that if the project is approved it could have potential adverse effects that communities may endure through construction of major capital construction works,
  2. to create economic, social and other benefits in the local community, and
  3. to go beyond what traditional “environmental mitigation” typically affords. 
What are some examples of how it might work?
The specifics of the program and how it is implemented, if the project is approved, will be guided by input from the community. However, based on examples from other such projects, it could include:
  • education and jobs training programs
  • local hiring targets
  • funding for special local projects like parks and community facilities
  • infrastructure like broadband and roads 

Should project opponents participate in creating community benefits?
Yes! DWR has no expectation that local members of the public engaged in identifying benefits would relax their opposition to the project. Participation is not seen by DWR as a sign of support for the project and in no way prevents continued ability to oppose the project. DWR will continue to work on environmental planning and permitting, including identification of environmental impact and mitigation, and there will continue to be many opportunities for public input in those processes and avenues to express opposition to the project. The community benefits program would only proceed if the project were approved.
 
What does the Delta community have to gain?
Delta community members have an opportunity to harness this major capital works project to create lasting, tangible and potentially significant economic and social benefit. If the project were approved along with the Community Benefits Program, those not participating will have missed an opportunity to help shape the program to best suit the needs of the local community.  Additional information on development of the Community Benefits Program can be found here.

How to participate in the workshops
Written material used for the workshops will be sent to registered workshop participants, along with the Zoom link, ahead of each meeting. Meeting material will be available in English and Spanish and a simultaneous Spanish translation will be offered. Closed captioning will be also provided.
