Oregon Route 8 (OR 8) is a primary freight and commuter route that passes through Downtown Hillsboro. This crucial corridor needs a vision and identity to guide safety improvements and redevelopment activity.

This study will create a unified vision and strategy to guide improvements and redevelopment activity along this section of OR 8. Our goal is to enhance the safety and experience of residents, workers, and visitors who are walking, rolling, driving or riding in the project area.

Our Vision...

The Oak/Baseline/10th Avenue Corridor positively contributes to the identity and sense of place, as desired by residents, workforce, business owners, and visitors to Downtown Hillsboro. People of all ages and abilities feel safe and comfortable along and across the corridor, which ultimately contributes to a vibrant and livable community through intentionally designed facilities and amenities that reflect the values of the community.

  • The size, mix, and speed of transportation facilities (sidewalks, bike lanes, motor vehicle travel lanes, and transit amenities) are well‐suited to the adjacent land uses and character of each corridor segment.
  • Motorist speeds are managed to optimize pedestrian and bicycle activity, keeping decibel levels low enough for pedestrian conversations.
  • While mobility for motor vehicles and freight are necessary to the function of this corridor, along this segment, the comfort, safety, and appropriate accommodation of alternative modes of transportation is a priority.

The Project Team is studying things like land use, building orientation, building set-backs, parking, and block size in order to create concept designs. By using the Vision Statement (station 1) we’ll develop evaluation criteria that will help determine existing conditions, compare to what we want in the future, and score our design alternative to find those that best align with the Vision Statement.

We’ll also look to ODOT’s Blueprint for Urban Design to help guide our concepts so that ODOT’s input is incorporated into whatever we develop along or adjacent to the state highway.

So far, we have held interviews with a cross section of community representatives in Hillsboro, including people representing these groups: OHSU/Tuality, large property owners, Hillsboro School District, St. Matthews Catholic School, small business owners, bus operators, Pacific University, residents, Latinx- owned businesses and other business owners. We also have a Planning Advisory Committee to give us advice as we study the corridor. This group includes many interest groups and will meet seven times throughout the planning process.

Future Engagement

We will host an Online Community Workshop in April 2022 to show you the concept design choices and gather feedback. In July 2022 we will show you the final concept designs. The project management team will consider all public feedback to inform the final decision on the concept alternatives.

The ultimate goal: to have a guide for how future redevelopment Downtown takes place and what it looks like.
