Re:       Oregon Health Authority’s New Rule Added to Resiliency Framework

Dear Oregon School and District Leaders:

Today we’re sharing updates to the Ready Schools, Safe Learners Resiliency Framework for the 2021-22 School Year. The Resiliency Framework prioritizes student and staff health and well-being through care, connection and the creation of safe, inclusive and supportive learning environments.

I’m grateful for your partnership as we keep students safe, healthy and learning during the next school year.

The updates to the Resiliency Framework as of August 3, 2021 are identified by green text in the document itself and include the Oregon Health Authority’s new statewide rule (OAR 333-019-1015) requiring face coverings in all indoor school settings, both public and private, for all individuals two years and older, including all students, staff, contractors, volunteers and visitors. This rule took effect on August 2, 2021, meaning summer school and other summer programming students and staff are now required to wear face coverings.

This decision is in response to the sharp uptick in the spread of COVID-19 in Oregon and the emergence of the highly transmissible Delta variant of COVID-19.

Please share this colorful graphic explainer to inform your students, staff and community how universal and correct use of face coverings maintains continuity of learning. Quite simply, face coverings mean more days in school for more students.

I understand this update about OHA’s rule may bring questions. Our hope is to provide you with the assistance you need to implement this new requirement with fidelity. Please contact ODE at ODE.COVID19@ode.state.or.us with any questions.
