Uninterruptible power supplies or UPSs are battery chargers consisting of a combination of convertors, switches and energy storage devices (such as batteries), constituting a power system for maintaining continuity of load power in case of input power failure.  10 CFR 430 Appendix Y 2.27.  This webpage only includes information and rulemaking activity about the subset of battery chargers which are UPSs.  Please see the battery charger website for information regarding other battery chargers.

Recent and Ongoing Activities

The U.S. Department of Energy has issued a pre-publication final rule test procedure pertaining to UPSs. In this rule, DOE is amending the test procedure for UPSs to incorporate by reference relevant portions of the latest version of the industry testing standard, harmonize the current DOE definitions for UPS, total harmonic distortion, and certain types of UPSs with the definitions in the latest version of the industry standard, and add a no-load testing condition, as an optional test.

  • The effective date of this rule is 75 days after the date of publication in the Federal Register.
  • The amendments will be mandatory for product testing starting 180 days after the date of publication in the Federal Register.

Current Standard

UPSs manufactured and distributed in commerce, as defined by 10 CFR 430 Appendix Y Section 2.27, must meet the energy conservation standards specified in the Code of Federal Regulations at 10 CFR 430.32(z)(3).


Current Test Procedure

Any representation regarding the energy consumption of UPSs must be based on the test procedure methods specified at 10 CFR 430, Subpart B, Appendix Y.
