NEW CONSTRUCTION AND/OR REHABILITATION OF EXISTING AFFORDABLE RENTAL HOUSING

The Baltimore City Department of Housing & Community Development (DHCD) is making up to $7,000,000 available from the Affordable Housing Trust Fund to support new construction of affordable rental housing and/ or rehabilitation of existing rental projects for affordable housing. Qualified applicants can request up to up to $1,000,000. See link to the NOFA guidelines below.  The NOFA application portal opened on 2/2/2024.  Applications are due by 4:00 PM EST on 3/18/2024 via the Neighborly application portal.

Community Land Trust - Homeownership NOFA 

The Baltimore City Department of Housing & Community Development (DHCD) is making up to $4.0 million available from its Affordable Housing Trust Fund to support homeownership projects sponsored by Community Land Trusts (CLTs).   Qualified applicants can request up to $1,000,000.00 per project.  Application submissions will be accepted on a "rolling" basis through June 30, 2024.  Notification of awards will be issued within 90 days of application submission.  DHCD will host a virtual Pre-Proposal Conference for this NOFA on Wednesday, July 12, 2023, from 5pm -6:30pm


New Construction/Preservation of Existing Rental Housing NOFA - Round Four

The Department of Housing & Community Development made up to $10,750,000 million available from the Affordable Housing Trust Fund to support new construction of affordable rental housing and/or rehabilitation of existing rental projects for affordable housing, including $2 million in set asides for Community Land Trusts and emerging developers.  The Department is seeking projects that are impactful and that will leverage additional investment.  The application period for this NOFA closed on March 17, 2023. Awardees, pending Board of Estimates approval, are as follows:

Community Land Trusts -  Operating Costs NOFA

The Department of Housing and Community Development (DHCD) made up to $500,000 available from its Affordable Housing Trust Fund for Community Land Trust (CLT) operating costs.  These funds are intended to provide operational and capacity building support for Community Land Trust organizations that provide affordable housing to low and very low income households in Baltimore City.  The application period for this NOFA closed on October 10, 2022Awardees, pending Board of Estimates approval, are as follows:

Community Land Trusts -  Homeownership & Rental NOFAs

The Baltimore City Department of Housing & Community Development (DHCD) issued two Notices of Funding Availability (NOFA) for the Affordable Housing Trust Fund Community Land Trusts (CLT) Program. The City seeks to promote equitable community development by directing funds to communities suffering from historical disinvestment.  These projects will support DHCD’s community development goals of meeting the demand for affordable housing and integrating land trust housing as part of a broader mixed-income housing strategy.  The application period for each NOFA closed on September 2, 2022.  Awardees, pending Board of Estimates approval, are as follows:
