The City has expanded its affordable housing work in recent years, including establishing the Housing Stability Program. The Housing Stability Program supports the production, preservation, and ongoing operation and maintenance of affordable housing and behavioral health and housing related services.

 

We are looking for an Human Services Coordinator who is committed to equity and anti-racism. You will be working with the cross-departmental Housing Stability Program (HSP) team to develop responses to community needs in the areas of behavioral health and housing, serving as the human services expert on behavioral health and housing-related services within this team

Essential Duties and Responsibilities

  • Serve as the human services expert on behavioral health and housing-related services (BHHS)
  • Develop and maintain relationships with BHHS providers 
  • Encourage applications from new/emerging agencies who serve historically underserved populations
  • Identify barriers that may create inequitable access and provides suggestions for change 
  • Maintain ongoing data on funded services and track data identifying needs and gaps in the community in these services areas
  • Participate in conversations on BHHS, track new and emerging approaches to BHHS nationally, and provide insight to inform the city’s HSP funding priorities
  • Serve on the HSP staff workgroup and capital application review team
  • Issue an RFP for HSP funds for the identified target areas and coordinate the entire funding process, including review, recommendation, and contracting
  • Provide ongoing technical assistance to all HSP funded human services agencies 
  • Ensures that anti-racist, equitable, and culturally competent practices are centered in all work

Qualifications

EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS:

  • Graduation from an accredited four-year college or university with a degree in a relevant field
  • Three or more years of progressively responsible work experience in behavioral health and/or housing-related services
  • Or any equivalent combination of education, experience, and training that provides the required knowledge, skills, and abilities

KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES:
  • Understanding of how systemic racism has contributed to inequities in the human services system
  • A demonstrated commitment to ongoing learning of diversity, equity & inclusion and a commitment to implement these principles in your work
  • Knowledge of behavioral health and housing-related services and current trends in provision of these services 
  • Knowledge of grant administration, scope writing and contracts, and monitoring.
  • Ability to make presentations, facilitate processes, provide effective training, and implement services
  • Gather, analyze, and synthesize data and assist in the formulation and writing of comprehensive plans
  • Demonstrate cultural sensitivity and respect in all interactions
  • Manage multiple priorities simultaneously and meet deadlines

  • Work is performed in a variety of settings and conditions both in a typical office setting as well as field situations
  • May be outdoors and in various weather conditions
  • Frequently required to visit service provider sites for monitoring purposes

The following summary applies to fully benefited positions:
Medical
Employees are offered a choice of medical coverage through the City's self-insured Preferred Provider Organization (PPO) plan or Kaiser Permanente (HMO).
Dental
Employees are offered a choice of two dental carriers with plans that offer regular checkups, x-rays, fillings, and crowns. Orthodontia is available through one of the carriers.
Vision
Employees are offered a choice of vision coverage through an annual exam-only plan or a buy-up plan which includes an annual eye exam and hardware coverage.
 
Retirement Plans - Employees are offered three retirement plans:

  • Washington State Department of Retirement Systems (DRS): Mandatory participation (PERS, LEOFF or PSERS), depending upon eligibility. 
  • City of Bellevue Municipal Employee's Benefit Trust (MEBT): Optional participation in this 401(k) retirement savings plan with employer match contributions that vest on a 3-year schedule.

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
