Job Summary

Come join a talented, diverse team of housing professionals that represent a coalition of 15 cities and King County working together to create affordable housing in the fast-growing East King County region. A Regional Coalition for Housing (ARCH) is dedicated to creating equitable, inclusive communities of opportunity through investment, policy development, program delivery and direct support for people looking for affordable rental and ownership housing.
 
The Senior Program Officer position helps create and steward systems to support housing programs and investments, most notably the ARCH Housing Trust Fund program. The position will work closely with the ARCH Trust Fund Manager and Executive Manager to modernize financial systems and develop reporting to ensure sound stewardship of public investments. The position will also support other program functions, as needed.

Essential Duties and Responsibilities

In this role, you will undertake the following responsibilities:

  • Lead the development of a loan monitoring and project database and accompanying procedures and guidelines for ongoing database management.
  • Assist with the oversight of project funding and disbursement, including review of reimbursement requests for validity and accuracy.
  • Work with team members to develop internal operational procedures, controls and standards to ensure strong stewardship of public resources.
  • Oversee ongoing loan monitoring and develop monthly, quarterly or annual reports as needed.  
  • As needed, work with Housing Trust Fund manager to support ongoing program activity including loan application reviews and loan closings.
  • Work with the Housing Trust Fund Manager and Executive Manager to establish strategic direction for the program and help shape recommendations on related housing policies and programs.
  • Assist the Housing Trust Fund Manager and Executive Manager with the preparation of presentations to city councils and other audiences.
  • As needed, represent ARCH cities in local, regional and State committees and work groups.

Qualifications

EDUCATION AND EXPERIENCE
This position requires a diverse set of skills that may be demonstrated from a combination of education and work experience, including:
  • Bachelor’s degree in a relevant field such as finance, business, public administration, accounting, real estate development, etc.
  • Master’s degree in a relevant field is a plus
  • Five or more years of work experience in a relevant field, including but not limited to lending, finance, budgeting, contracts, land use, or real estate development
  • Alternatively, an equivalent combination of education, experience, and training that provides the required mix of knowledge, skills and abilities. 

KNOWLEDGE, SKILLS and ABILITIES
Knowledge of:
  1. Affordable housing financing and underwriting
  2. Financial data and management systems
  3. Legal agreements for the lending or granting of funds to develop and regulate affordable housing
  4. Internal accounting practices and guidelines
Ability to: 
  1. Perform financial analysis of affordable housing projects
  2. Develop operational procedures, controls and standards
  3. Manage complex projects with numerous variables and stakeholders
  4. Monitor project and loans in accordance with loan and regulatory terms
  5. Understand financial terms within loan documents and develop agreements from contract boilerplates
  6. Read and understand construction reports and construction draw requests
  7. Communicate clearly with diverse audiences, and maintain positive customer relations
  • A demonstrated commitment to creating diverse, equitable communities
  • Other skills or licenses (accounting, architectural, engineering, urban planning or law) are a plus

Paydays - The City of Bellevue pays employees on the 8th and the 23rd of each month (24 pay periods per year).

Please note that the City does not participate in the Social Security Administration (SSA) program, and employees do not earn social security credits. The mandatory DRS retirement pension plan provides the required social security replacement plan. Any social security benefits earned at other places of employment may be reduced because they are subject to the Windfall Elimination Provision or the Government Pension Offset.
