•                     The Lake County Board adopted the Purchasing Ordinance in 1986 and it has been amended several times, most recently in 2019.

•                     The Purchasing Ordinance governs the procurement of goods and services for Lake County departments with four corresponding polices: Surplus, Responsible Bidder, Vendor Disclosure and Conflict of Interest, and Procurement Card.

•                     The Purchasing Division and the Office of the State’s Attorney commenced a thorough review of the Purchasing Ordinance resulting in this recommendation for changes to seven sections along with several minor clarifications.

ORDINANCE

WHEREAS, the Lake County Board adopted the Purchasing Ordinance in 1986; and

WHEREAS, the Ordinance has been amended 15 times, with the most recent in the year 2019; and

WHEREAS, the Purchasing Ordinance governs the procurement of goods and services with Lake County departments with four corresponding policies: Surplus, Responsible Bidder, Vendor Disclosure and Conflict of Interest, and Procurement Card; and

WHEREAS, the Purchasing Division and the Office of the State’s Attorney commenced a review of the Purchasing Ordinance; and

WHEREAS, as a result of the review, the Purchasing Division is recommending changes to seven sections and several other minor clarifications.

NOW, THEREFORE, BE IT ORDAINED, by this County Board of Lake County, Illinois that the amendments to the Lake County Purchasing Ordinance herewith be approved and made a matter of Lake County law.
