Why Reform Mandated Reporting?

Did You Know?

  • Black children comprise only 7.7% of LA County’s general population, but they are the subject of 19% of all reports made to the Child Protection Hotline.

  • A 2020 analysis found that 1 in 3 Black and Native American children in LA County were reported to the Child Protection Hotline by their fifth birthday.

  • A 2021 California study found that roughly 50% of all Black and Native American children in the cohort were investigated by child protective services by their 18th birthday.

  • Black children are more likely to be placed in foster care and to experience negative outcomes while in care than children of other races. They are also more likely to “age out” of the foster care system and become homeless and/or involved with the criminal justice system.
