Feenstra Leads Legislation to Modernize National Weather Service Emergency Communications Network

March 9, 2023

WASHINGTON, D.C. – Today, U.S. Rep. Randy Feenstra (R-Hull) introduced bipartisan legislation to modernize the National Weather Service’s (NWS) outdated communications network – NWS Chat – which disseminates critical, time-sensitive information to broadcasters, emergency managers, and the general public during severe weather events. As part of its Integrated Dissemination Program update, NWS has identified several systematic upgrades critical to its emergency communications operation, including the need to replace NWS Chat.

“In Iowa, we know that severe weather can strike at any time. From derechos and tornadoes to blizzards and floods, it is vital that the National Weather Service has a functional and reliable emergency communications system that keeps people informed and out of harm’s way during severe storms,” said Rep. Feenstra. “For decades, NWS Chat – which is sorely outdated – has failed our broadcasters, emergency response teams, and the general public. This must change. I’m proud to lead this crucial legislation that will finally ensure that local officials and emergency personnel receive accurate, timely information that saves lives.”

“In Iowa, we’re no stranger to severe weather and we rely heavily on alerts from the National Weather Service,” said Rep. Mariannette Miller-Meeks. “I’m proud to join Representative Feenstra on this important legislation to improve the NWS communication system and ensure Iowans are able to receive timely alerts, which would allow more time to prepare for severe weather events.”

“As a former reporter who covered natural disasters in Iowa, I know every second counts to keep people and property safe during severe weather. There is no margin for error during a disaster, and outdated technology or computer glitches like those experienced by Iowans during tornadoes last year are unacceptable. This bipartisan bill will help modernize the NWS communication system to ensure first responders, local officials, and the public have the information they need when severe weather strikes,” said Rep. Ashley Hinson.

“Clear lines of communication can mean the difference between life and death during severe weather events. Modernizing this system keeps information flowing so that meteorologists can better update and serve the public,” said Rep. Max Miller.

“Accurate information about meteorological conditions is vital for residents and responders to prepare for an upcoming weather disturbance and react promptly to conditions that can change fast during the event. The National Weather Service (NWS) should be able to communicate through a proven and well-supported platform that can be relied upon in critical moments. I am proud to support this initiative to allow the NWS to modernize,” said Congresswoman Jenniffer González-Colón.

More specifically, the National Weather Service Communications Improvement Act would direct the NWS Director to review and select an off-the-shelf commercial alternative to NWS Chat that prioritizes reliability and security.
