Unified Development Code Update

Welcome to the City of Georgetown's Unified Development Code Project Website!

This site includes the latest updates about the process, resources and materials, and opportunities to provide your input. Please check back periodically for updated information.

The City's Unified Development Code governs the use and development of land within the City limits. This project will focus on updating the existing Unified Development Code. This effort will also streamline and simplify development procedures to ensure clear and efficient processes.

The project will be driven by industry best practices, input from code users and community stakeholders, and the policies and actions identified through the Your Georgetown 2030 Comprehensive Plan Update process.

Input will be collected through a community open house, online survey, and interviews with frequent code users, which will be held during Phase 1. This approach allows for input early in the process before the amendments are drafted.

A working group comprised of City Staff and a consultant team will work closely to prepare draft amendments to the code. The working group will present the draft amendments to the Planning & Zoning Commission, City Council, and Steering Committee for periodic review and feedback. City Staff will engage stakeholders during this process, providing ongoing opportunities for review, collaboration, and input. The draft amendments will ultimately be presented to the Planning & Zoning Commission and City Council for final review and adoption consideration.

Phase 1: Code Diagnostic

The Code Diagnostic & Analysis phase lays the foundation for the code update. This phase includes detailed reviews of the City's adopted plans and codes, interviews with frequent code users such as City Staff and developers, and an online survey to get input from the public.

Phase 2: Draft Code Development

The second phase is the drafting of the code amendments. The consultant team and City Staff will work closely to prepare draft amendments to the code. Draft amendments will be prepared during this phase and presented to the Planning & Zoning Commission, City Council, and Steering Committee for feedback.

Future Phase

Phase 3: Code Refinement and Adoption

The final phase will include detailed reviews and refinement of the draft code along with t a Community Open House. A final workshop for decision-makers will be conducted before the Planning & Zoning Commission and City Council consider the adoption of the Unified Development Code. 

Guiding Principles

The following Guiding Principles were developed by the Joint Planning & Zoning Commission and City Council to guide this code update process.

  1. Zoning categories should balance certainty and flexibility.
  2. Development standards should be clear and nimble enough to adapt to rapid growth and new development trends, as well as create high-quality development
  3. Ensure alignment between the UDC, 2030 Plan, and Small Area Plans. 
  4. Updating the outdated UDC is a high priority and keeping on timeline is essential
  5. The code writing process should be transparent and involve a thorough code testing process to ensure appropriately-scaled development regulations. 
  6. The development process and criteria used for decision making is as important as development standards.
