General Timeline/Calendar

The formal process of submitting proposed district boundaries for the County of Orange Board of Supervisors will begin after the U.S. Census Bureau releases the Public Law (P.L.) 94-171 Redistricting Data file that is required to be used in redistricting processes. This process has been delayed by the COVID-19 pandemic.

The U.S. Census Bureau will provide a legacy format of the P.L. 94-171 Redistricting Data file to all states by August 16, 2021 and the official release of the P.L. 94-171 Redistricting Data file is expected by September 30, 2021.

The legacy format of the P.L. 94-171 Redistricting Data will be processed by the California Statewide Database, which will then redistribute the incarcerated population in California as required by California Elections code § 21500 (a) (2)—this process is expected to take about 30 days. The redistricting data file with the redistributed incarcerated population that is required to be used in the County of Orange Board of Supervisors redistricting process is anticipated to be available by the end of September 2021.

Until the U.S. Census Bureau releases the Redistricting data in August 2021 and the California Statewide Database completes the redistribution of the incarcerated population, those wishing to submit comments on the County of Orange Board of Supervisors redistricting process may submit comments to redistricting@ocgov.com.

June 22, 2021 Board meeting presentation on 2021 Redistricting Process (fulfills AB 849 requirement for one public hearing before the board draws a draft map or maps of the proposed supervisorial district boundaries)
July 27, 2021 Board considers approval of the Public Participation Plan
July – August 2021

Public Workshops and Meetings

Public meetings and workshops will be held to provide information on the redistricting process and receive comments including those regarding communities of interest.

  • July: Hold virtual meeting with community-based organizations, government entities, media, and other trusted messengers to promote redistricting involvement by the public.
  • OC Registrar of Voters Redistricting Academy
  • August: 5 proposed evening workshops – one in each supervisorial district to be coordinated through each Supervisorial district.

August 12, 2021 Federal government to release Legacy-format P.L. 94-171 Redistricting Data file; same data as P.L. 94-171 Redistricting Data, but it requires substantive additional processing for use.
September 21, 2021 Statewide Database (SWDB) to process and release P.L. 94-171 Redistricting Data, adjusted for incarcerated individuals, to counties approximately 30 days after the release of the Legacy-format P.L. 94-171 Redistricting Data file.
September 28, 2021 Board conducts public hearing and considers revised redistricting calendar and timeline
