Technology Zone Program Objectives

A technology zone is a distinct geographical area of the county that provides a package of incentives designed to encourage business expansion and recruitment.

Objectives of the program include the following:

  • Increase private investment and job creation in specific areas.
  • Promote the rehabilitation of the area’s existing older commercial and industrial structures.
  • Encourage manufacturing and commercial uses.
  • Promote the area’s revitalization through increased economic activity.

Technology Zone Locations

Chesterfield County has five technology zones.

  1. The U.S. Route One Corridor Technology Zone – approximately 3,800 acres along Route 1/301. Begins at the City of Richmond and extends south to Route 10.
  2. The Hull Street Road Technology Zone – approximately 48 acres along Hull Street Road. Begins at Chippenham Parkway extends west to 360 West Shopping Center (Turner Road).
  3. The Walthall Technology Zone – approximately 3,820 acres along Route 1/301. Begins at Route 10 and extends south along I-95 and U.S. Route 1/301 to the City of Colonial Heights.
  4. The Meadowbrook/Meadowdale Technology Zone – approximately 58 acres. In the area around Hopkins Road and Chippenham Parkway.
  5. The Midlothian Turnpike Technology Zone – approximately 326 acres. Begins at Chippenham Parkway extends west to Providence Road.

Technology Zone incentives

  1. A full (100%) or partial exemption of BPOL fees is available from the Commissioner of the Revenue for a five-year period. The full exemption only applies to companies new to Chesterfield County; however, existing companies relocating to a technology zone are eligible for a partial exemption, as determined by the Commissioner of the Revenue.
  2. Chesterfield County will incur some of the cost of connecting commercial and industrial businesses to the public water and wastewater systems. The connection fee credit will cover the capital cost recovery fee equivalent to a 5/8 inch meter charge.
  3. Chesterfield County will waive the cost of site plan review fees, land disturbance permit fees, sign fees, and building permit fees (including mechanical, electrical, plumbing, gas, fire suppression, alarm, and well permits).
  4. A full (100%) or partial rebate of Machinery and Tools (M&T) Tax is available from the Commissioner of the Revenue for a five-year period, for businesses locating or expanding in a technology zone. (This rebate is available to new companies classified as manufacturers, for taxes paid on machinery and equipment that is purchased or leased; or, for existing manufacturing companies, for taxes paid on machinery and equipment that is purchased or leased in conjunction with a qualifying plant expansion or renovation.)
  5. Chesterfield County will waive the fee for rezoning of any office, commercial, or industrial use within a technology zone that is in compliance with the Chesterfield County Comprehensive Plan.
