The Maryland Department of the Environment is seeking applicants to fill a Natural Resources Planner II position within the Enforcement Division, Enforcement Management Section/Water and Science Administration.  This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The mission of the Water and Science Administration (WSA) is to restore and maintain the quality of the State's ground and surface waters. The main purpose of this position is to provide natural resource planning in the Enforcement Division of WSA's Compliance Program. The incumbent will provide general and technical support as an enforcement action case planner and principal project manager through the preparation of litigation packages based on administrative orders or civil penalty assessments and by planning enforcement strategies to enforce water pollution control laws and regulations related to National Pollutant Discharge Elimination System (NPDES)/State Discharge Permits for municipal and industrial facilities, NPDES Pretreatment, combined sewer overflow(CSO) and sanitary sewer overflow (SSO) programs, sediment and erosion control, tidal and nontidal wetlands, industrial pretreatment, well and septic systems and waterway construction.

 

Working conditions of this position are as follows: 

 

· Work can be done predominantly via telework, with regular visits to the office;

· Work may involve occasional site inspections to industrial facilities, construction sites, and wastewater treatment plants which may expose the incumbent to condition that may result in injury;

· Site inspections may necessitate walking over rough terrain in adverse weather conditions;

· Site inspections at certain industrial facilities, municipal treatment plants, and construction sites may necessitate the use of personal protective equipment such as hard hat, goggles, ear plugs, and safety shoes. 

 

The incumbent of this position may need to drive a state vehicle. Employees are required to maintain a valid driver's license in the State of Maryland with no more than 5 points on their current driving record to drive a state vehicle.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: One year of experience in natural resources planning or applied environmental science.

Notes:

1. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science for the required education.

2. Candidates may substitute the possession of a Master’s degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences for the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

 

· Experience enforcing water pollution control laws and regulations as it relates to the federal Clean Water Act (CWA), the National Pollutant Discharge Elimination System (NPDES), or state/local laws and regulations.

· Experience obtaining, compiling, analyzing, and interpreting data to determine compliance with laws and regulations related to enforcement cases or project management.

· Experience working with a diverse population, including engineers, financial analysts, attorneys, inspectors, local government officials, corporation owners and the general public.

· Excellent written and verbal communication skills.
