Main Purpose of Job
The Environmental Compliance
Specialist I in these position serves as an entry level hazardous waste inspector
for the Maryland Department of the Environment's Solid Waste Program's
Compliance Division. These positions are technical positions for hazardous
waste within the Solid Waste Program’s Compliance Division for the Central
& Eastern Shore Region of the State of Maryland. The incumbents in these
positions will be responsible for promoting, controlling, and maintaining sound
hazardous waste management practices and to ensure protection of human health,
and the environment through application and implementation of Maryland's
hazardous waste and other environmental regulations and through enforcement of
applicable permits and RCRA ID numbers and TSD permits when applicable.
The incumbents in these
positions will be required to travel to the following counties: Anne Arundel,
Baltimore City, Baltimore City, Baltimore County, Caroline, Cecil, Dorchester,
Harford, Howard, Kent, Queen Anne’s, Prince George County, Somerset, Talbot,
Wicomico, and Worcester Counties.
The working conditions
of these positions include:
• Exposure to uncomfortable or unpleasant
surroundings involves some work outdoors in all weather conditions, as well as
working in facilities where there could be exposure to potential chemicals,
dust, odors, etc.
• Exposure to hazardous
conditions which may result in injury. Hazardous waste facilities can
potentially cause exposure to known or unknown waste materials that can pose a
risk through physical, chemical, bacteriological, or radiological hazards for
which training is provided. Also, natural biological hazards such as soil
bacteria, allergen, ticks, rats, mosquitoes, and snakes can be encountered.
• Special EPA approved
personnel protective training to use specialized equipment such as
supplied-air-respirators is required and is provided.
Training courses attended by
the incumbent includes a 40-hour EPA and OSHA approved training session.
Further training can include Air Surveillance for Hazardous Materials, Hazardous
Materials Incident Response Operations Course, as well as annual 8-hour refresher
training. Basic protective equipment provided includes steel-toed boots,
rain-and chemically resistant outer garments, respirators, dust masks, assorted
protective gloves, goggles, hard hats, and earplugs. Incumbents are expected to wear suitable work clothes in dirty and dusty environments and during inclement
weather. Also,
jackets and ties are required in some circumstances, such as public meetings
and court cases.
The incumbents
in these positions will be
required to drive a State vehicle throughout the State of
Maryland. If you maintain an out-of-state driving license, you must
provide a certified copy of your driving record for the appropriate Motor
Vehicle Administration at the time of appointment. Individuals must
maintain a driver's license with no more than 5 points on their driving record
in order to drive a State vehicle.
MINIMUM QUALIFICATIONS
Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.
Notes:
1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline and two years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required experience.
2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.
LICENSES, REGISTRATIONS AND CERTIFICATIONS
1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area.

Employees in this

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies. MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination. MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment.
