Unified Planning Work Program (UPWP)

The Atlanta Unified Planning Work Program (UPWP) is developed annually and documents metropolitan transportation planning activities performed with federal, state and local transportation funds in the 20-county Atlanta region. The UPWP is developed in cooperation with the State, local governments, and public transportation operators and includes a discussion of planning priorities facing the metropolitan planning area.  The 2024 UPWP was adopted by the ARC Board on November 8, 2023 and received approval from the USDOT on November 9, 2023.

On April 15, 2024, ARC opened an informal review and comment period on an amendment to the 2024 UPWP.  Revisions are being made to:

• Add three planning initiatives to be undertaken by Cobb County using ARPA funds.
• Add funds for six Safe Streets and Roads for All (SS4A) safety action plans.  Grants from this federal discretionary program were announced in December 2023.
• Add a SMART grant to Henry County which was announced in March 2024.
• Include two recent ARC discretionary funding awards that will involve planning tasks.  Since the final task budget amounts and schedules are still TBD,  these are being added as placeholders and will be modified at a later date once the contracting process is complete.  The first is for a Charging and Fueling Infrastructure grant (announced January 2024) and the second is for a Reconnecting Communities and Neighborhoods grant (announced March 2024).

Proposed edits to Appendices 1, 2, 3 and 4 can be reviewed in the draft document below (highlighted in yellow).  Comments received by April 26, 2024 will be considered before the document is finalized and forwarded through the approval process in May.  TCC is scheduled to take action on May 3 and TAQC and the ARC Board will vote on the amendment on May 8.
