C&T Rule Webinar Recordings Available

In 2017, EPA updated the Certification & Training Rule, which finalizes stronger standards for people who apply pesticides. All states must update their own requirements to meet those new standards. WSDA’s updated state plan is currently under EPA review.
 
Major changes include but are not limited to:
  • enhanced or heightened competency standards,
  • changes to certification license types and categories, and
  • added requirements for direct supervision of noncertified applicators.
This webinar series provides a detailed background on these changes, how to meet new requirements, and the agency’s expected implementation timeframe.

C&T Rule Informational Webinars

In 2017, the Environmental Protection Agency (EPA) updated the Certification & Training Rule, which finalizes stronger standards for people who apply pesticides. Significant changes are needed to state rules and will require licensees to meet the updated standards.
On October 9 and 12, 2023, the Pesticide Management Division Licensing & Recertification Program conducted informational webinars to provide:
  • A general overview of the Certification & Training Rule changes,
  • An update as to where WSDA is with rulemaking; and
  • The status of updates to manuals and exams.

Pesticide License Fee Increase (SB 5317)

Effective November 1st, 2021, almost all pesticide license fees will be increased. Fee increases will help support Pesticide Management Division activities and include a $7 fee for Washington State University’s pesticide safety education program.
We recently held several webinars providing more details on the license fee increases affecting pesticide licenses and a recording of the presentation is posted below.

Rulemaking Update - Testing Fee Increase

WSDA is in the process of updating administrative rule language to increase the current fee for pesticide license testing. This change will bring WSDA one step closer to outsourcing testing and collection of fees to a vendor. The goal of this effort is to move pesticide testing to a computer based platform.
We recently held several webinars summarizing the proposed rulemaking for the testing fee increase, including the reasons for and benefits of the change. A recording of the presentation is posted below.

Rulemaking Update - Penalty Matrix

The WSDA Pesticide Compliance Program is seeking stakeholder input on the update of pesticide penalties that are in rule and how they are assessed. These rules have been in place since 1999. Adding further clarification and flexibility on how pesticide penalties are calculated are also needed. 

The Compliance Program held two webinars on September 16th and 23rd providing background on this effort and the path forward, and they will be reaching out to interested stakeholders to be a part of this process.
