ABOUT THE PROGRAM

The Specialty Crop Multi-State Program (SCMP) competitively award funds to State departments of agriculture to solely enhance the competitiveness of specialty crops by funding collaborative, multi-state projects that address the following regional or national level specialty crop issues: food safety; plant pests and disease; research; crop-specific projects addressing common issues; and marketing and promotion.

Funds are competitively awarded to participating State departments of agriculture within any of the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, Guam, American Samoa, the U.S. Virgin Islands, and the Commonwealth of the Northern Mariana Islands, as well as Local governments, Indian tribes, institutions of higher education, or nonprofit organizations residing in Nonparticipating States.


ELIGIBILITY INFORMATION

All applicants must be domestic entities owned, operated, and located within the 50 States, the District of Columbia, the Commonwealth of Puerto Rico, American Samoa, the United States Virgin Islands, or the Commonwealth of the Northern Marian Islands.
Eligible applicants include:
Entity Type Description
Participating States (click here for a list of participating states) State departments of agriculture that elect to submit proposals to the AMS on behalf of interested entities as well as oversee the administration of awarded agreements
Nonparticipating States State departments of agriculture that do not elect to submit proposals to the AMS on behalf of interested entities as well as oversee the administration of awarded agreements.
Entities in Nonparticipating States Local governments, Indian tribes, institutions of higher education, or nonprofit organizations residing in Nonparticipating States.Entities located in a Nonparticipating State would apply directly to AMS.
Nonprofit Corporation Any organization or institution, including nonprofits with State or IRS 501 (c) status and accredited institutions of higher education, where no part of the organization or institution's net earnings of which inure to the benefit of any private shareholder or individual. 

Entities residing in a participating state must apply through their State Department of Agriculture. Entities residing in a participating state are ineligible to apply directly to USDA-AMS. 

Entities in a non-participating state may apply to AMS directly or choose to contact an adjacent participating state to apply on behalf of the entity. 

Non-profit entities must apply directly to AMS. 

Partnerships must include two or more states/territories.


FUNDING AND DURATION

For 2023, the SCMP will award approximately $10 million to projects that help develop solutions to problems affecting the specialty crop industry across state boundaries. Grant amounts range from $250,000 to $1 million.

Applicants are limited to a 4% indirect cost rate.
 
Projects must be completed within a 3-year period.  It is acceptable to complete a project before the scheduled ending date.  The project start date will be September 30, 2024, and the projects must be completed by September 29, 2027. 


HOW TO APPLY

The templates listed below are required for submitting an application to WSDA:
If you reside in Washington State and you would like to apply for a Specialty Crop Multi-State Grant and are the lead state on the project, you must submit your application to the Washington State Department of Agriculture (WSDA) since we are a Participating state. We will accept applications at SCMP@agr.wa.gov.
 

PROPOSAL DEADLINE

All sections of this application are to be submitted at one time via email to scmp@agr.wa.gov, by December 22, 2023, by 2:00pm PST.

Late submissions will not be accepted. 

WSDA will screen all applications to ensure they meet all requirements outlined by USDA, and will submit the screened applications to USDA by January 29th, 2024.
