Solicitation Description:

SCOPE: In accordance with the provisions of Texas Government Code, Chapter 2269, Subchapter F, Construction Manager-at-Risk Method, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is requesting qualifications for a Construction Manager-at-Risk (CMR) to renovate three (3) floors in the  Lyndon B. Johnson State Office Building (LBJ), located at 111 E. 17th Street, Austin, Texas. Work includes, but is not limited to, architectural, mechanical, plumbing, electrical, and fire protection systems for complete renovation and interior build out hereinafter described as TFC Project #20-002-5094 (the Project). This Project will be administered  by TFC. This procurement will be a two-step award process with a two-part work requirement.

Step One of the solicitation will include a submittal of company experience and qualifications focusing on projects of similar size and type. Respondents will be evaluated on experience and qualifications, as detailed in Section IV, Submittal Information.

 Step Two of the solicitation will include only the highest ranked five or fewer Respondents from Step One who will be asked to provide pricing.

 

CONTRACT TERM: Construction is required to commence within fourteen (14) calendar days after the Notice to Proceed for Construction is issued. For planning purposes, the pre-construction time period is estimated to be One Hundred Eighty (180) calendar days.  The construction contract period is projected for a term of Five Hundred Fifty (550) calendar days except as may be otherwise amended or negotiated.

 

COST OF WORK: Respondents to the RFQ should consider the “Cost of Work” to be Seven Million, Three Hundred Eighty Thousand Dollars ($7,380,000), not including any Pre-construction Management fees, Construction Management fees, and Construction General Conditions, as part of the construction budget or the Guaranteed Maximum Price (GMP).


PROJECT DESCRIPTION: The Lyndon B. Johnson State Office Building is an eleven-story office building located in the State of Texas Capitol Complex in Austin, Texas.  The building is currently occupied by a single state agency that is in need of expansion.  The renovation is expected to be constructed one floor at a time with a total of three floors.  Various systems (e.g. MEP and fire protection) are expected to be revised to comply with current codes.  The main air handler on each of these floors has recently been replaced.


The build out for each floor will be an open floor plan to accommodate, but is not limited to, workstations, offices, conference rooms, restrooms, and breakrooms.  Furniture systems are expected to be purchased and installed by the Owner.  Coordination between the furniture installers and CMR is expected.  Coordination of the installation and connection to power is required of the CMR.  Data wiring? will be provided by the Owner with raceways included per plans.   Supporting power will be provided to workstations and conference tables per plans.  All audio-visual coordination will be purchased and installed by the Owner.

 

MANDATORY PRE-SUBMITTAL TELECONFERENCE: Mandatory pre-submittal teleconferences will be scheduled on Tuesday, April 14, 2020 at 10:00 AM and Wednesday, April 15, 2020 at 11:00 AM.  Pre-Registration is required to participate in the teleconference.  Respondents must have an employee of their firm register and participate in at least one (1) of the two (2) pre-submittal conferences. TFC shall reject qualifications submitted by firms that did not register to participate in one of the mandatory pre-submittal teleconferences.
