Solicitation Description:


SCOPE:  In accordance with the provisions of Texas Government Code, Chapter §2269 Subchapter D, Competitive Sealed Proposal Method, and Rules and Procedures adopted by the Texas Facilities Commission (TFC), TFC is soliciting proposals for construction services to repair foundation issues at DPS District Office located at 2571 North Rudder Fwy. (Hwy.6) Bryan, TX 77803 hereinafter described as TFC Project #17-002-0405.

CONTRACT TERM: Construction is required to commence within fourteen (14) calendar days after the Notice to Proceed is issued. The contract period is projected for a term of One Hundred and Eighty (180) calendar days except as may be otherwise amended or negotiated.

ESTIMATED BUDGET:  The estimated construction budget for the services described in the Request for Proposal (RFP) is Five Hundred Forty Thousand ($540,000).

PROJECT DESCRIPTION

A.   The Work of this Project consists of the remediation of the movement of the building at 2571 North Earl Rudder Freeway in Bryan, Texas.

B.   Subterranean movement has caused areas of the building and site to heave causing damage to the site paving, brick veneer, exterior door function, site drainage and roof parapet.

C.   The area of the Work is approximately 38,000 sf of site that includes regrading of the site, a new storm sewer system and a new structural slab and piers at the covered dropoff. The Work includes the demolition of roughly 288 sf of existing brick veneer and salvaging this veneer to replace brick units that are cracked, roughly 65 sf. The Work includes providing control joints in the existing veneer wall, roughly 115 linear foot (lf).  The Work includes repointing roughly 20 lf of mortar joints. The Work includes the installation of four (4) new downspouts at roughly 30-35’ each, connected to the new storm sewer system along with the connection of the existing downspouts to the new storm sewer system. The Work includes the replacement of the parapet flashing at the roof perimeter of the building. The Work includes the modification of existing doors (seven (7) wood doors that require hardware adjustment and one (1) storefront door that requires trimming) within the building and replacement of existing closers (four (4) double doors at main building entry).

  

CONTRACT DESCRIPTION

A.   Work of the Project includes alterations and renovations of existing construction.

B.   The Work consists primarily of but is not necessarily limited to the following description as described and designated in the Contract Documents:

1.   Demolition, removal, and disposal of existing site trees, roots, shrubs, vegetation, and sub-surface elements that are in accordance with the planned renovations and repairs.

2.   Construction of the project in its entirety as described and indicated in the Contract Documents.

C.   Perform Work of Contract under Competitive Sealed Proposal Contract with Owner according to Conditions of Contract.

D.   Work of the Contract is identified in the Project Manual and on Drawings.

E.   The Agreement, General Conditions of the Contract for the Construction, and all Addenda are a part of the Contract. The Contractor shall consult them in detail for instructions pertaining to the Work. The Contractor shall also consult all other divisions and sections of the Project Manual, and all Drawings in the execution of the Work of the Contract.

F.   Provide all labor, materials, systems, equipment, items, articles, operations, and/or methods listed, implied, mentioned, or scheduled in the Contract Documents and/or necessary and/or required for the satisfactory completion of the work.

G.   The listing in any individual part of the Contract Documents of the work, requirements, products, materials, equipment, methods, or other item or process required for the Work is not intended to be conclusive. The Contractor shall coordinate all portions of the Contract Documents and shall in totality provide all miscellaneous items of work and products necessary for the satisfactory completion of the Work described in the Contract Documents.

 MANDATORY PRE-SUBMITTAL TELECONFERENCES: Mandatory pre-submittal teleconferences will be held on Tuesday, August 4, 2020 at 10:00 AM and Wednesday, August 5, 2020 at 10:00 AM. Pre-registration is required to participate in the teleconference.  Respondents must have an employee of their firm attend at least one (1) of the two (2) pre-submittal conferences. TFC shall reject qualifications submitted by firms that did not attend one of the mandatory pre-submittal conferences
