Housing Element and RHNA Resources
What is a Housing Element?

Since 1969, Housing Elements have been a mandatory chapter of local General Plans in California. A Housing Element provides an analysis of a community’s housing needs for all income levels and strategies to respond to provide for those housing needs. It includes goals, policies, programs and objectives to guide future housing growth to meet the needs of residents of all income levels in Huntington Beach.  It also Identifies projected housing needs by income category and requires certification by the State Department of Housing and Community Development (HCD) for compliance with state housing laws.  An HCD certified Housing Element enables the City to be eligible for various state grants and funding sources.  The Housing Element is updated every eight years and the 2021-2029 Housing Element is the 6th Cycle Update.

The Housing Element is composed of several sections which identify the City’s housing conditions and needs.  It will include:

  • A current population and housing profile of the City
  • An assessment of housing constraints and resources
  • An evaluation of existing housing policies and programs, including those within the 5th Cycle Housing Element
  • A sites analysis to identify sites appropriate to accommodate the City’s RHNA allocation

What is RHNA?

The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part of the periodic process of updating local housing elements of the General Plan. RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The Southern California Association of Governments (SCAG) has developed and adopted the 6th cycle RHNA allocation plan which covers the planning period October 2021 through October 2029.

June 5, 2021 Spanish Language Community Outreach A Citywide Spanish language outreach event will take place on Saturday, June 5th, 2021 from 8 AM - 10 AM at the Oakview Community Cleanup.  Spanish speakers residing anywhere in Huntington Beach are encouraged to attend.  The event will include an informational booth and opportunities to give input in Spanish.

A joint Study Session of the Planning Commission and City Council was held on Monday, March 1st, 2021 to receive an overview of the 6th Cycle Housing Element process and public outreach plan. At their March 15th, 2021 meeting, the City Council voted to amend the previously approved contract with Kimley-Horn to expand public outreach. A Community Workshop is scheduled for April 22, 2021 at 6:00 PM held remotely via Zoom.

On May 18, 2020, the City Council approved Resolution No. 2020-34 authorizing staff to submit a grant application to the Department of Housing and Community Development (HCD) to fund the 2021-2029 General Plan Housing Element Update.  Every jurisdiction in California is required to adopt a Housing Element as one of the seven mandated elements of the General Plan. Housing Element law mandates that local governments adequately plan to meet the existing and projected housing needs of all economic segments of the community. The Housing Element will develop strategies and programs to comply with California’s Housing Element law which requires that each city and county develop local housing programs to meet its “fair share” of existing and future housing needs for all income groups.

On October 19, 2020 the City Council voted to enter into a professional services contract with Kimley-Horn and Associates to prepare and complete a comprehensive update to the City’s Housing Element, contingent upon receiving approval of LEAP grant funding. On November 19, 2020, HCD issued a conditional approval of the City’s $500,000 Local Early Action Planning (LEAP) grant application to fund the 2021-2029 General Plan Housing Element Update.
