Summary

The Snoqualmie salmon recovery team is seeking an action-oriented, quick-learning, approachable Project Coordinator to be part of a small team within the Water and Land Resources Division that works to protect and restore watershed health in the Snohomish Basin (WRIA 7). This position will have the primary responsibility for developing and ensuring timely implementation of projects to protect and restore salmon habitat in the King County portion of the Snoqualmie and South Fork Skykomish rivers. This position collaborates closely with partners to the Snoqualmie Watershed Forum's Interlocal Agreement and other partners and stakeholders across WRIA 7. This position will administer a competitive grant program to provide funding for habitat protection, restoration, monitoring, and education. The position will also perform a broad range of work including watershed planning, stakeholder outreach, policy and technical analysis, grant program tracking, developing funding strategies for project implementation, grant writing, project review, development and tracking, and coordination with tribal, local government, non-profit and agency partners to support the implementation of projects and programs identified in the Snohomish River Basin Salmon Conservation Plan. Telecommuting Requirement
The work associated with this position will be performed by teleworking with some onsite work and meetings.  The frequency of onsite work will be informed by business needs. Employees will have access to shared workspaces as needed at various King County facilities. Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required by the department in alignment with the Public Health Directive from the Seattle & King County Public Health Officer. Work Location: Predominately teleworking and the King Street Center 201 S. Jackson St., Seattle WA 98104.

Work Schedule: This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. This full-time position works a 40-hour work week. Attendance at evening and weekend meetings is occasionally required.

Job Duties

  • Coordinate habitat restoration project and program implementation in the King County portion of the Snoqualmie and South Fork Skykomish basins, including development of habitat protection and restoration project proposals and priorities, resolving issues for project implementation and other barriers to salmon recovery, adjusting recovery strategies based on recent science and habitat conditions, and working with project and program teams to assure that projects are being completed as planned.
  • Administer the Snoqualmie Watershed Forum and King County Flood Control District's Cooperative Watershed Management Grant program, and track grantee progress and implementation; develop and disseminate best practices for grantees.  
  • Work with project sponsors to develop funding strategies, improve grant applications, and scope and phase projects.
  • Analyze planning, regulatory, project, program and policy proposals for their implications for salmonids listed under the Endangered Species Act. Prepare reports, papers, speaking notes, press releases, newsletters, meeting packets, grants, inter-agency agreements, and written, online and oral presentations.
  • Work with the Snoqualmie Salmon Recovery Manager, Snoqualmie Watershed Forum partners, and other entities to organize and implement lobbying efforts for federal, state, and other funding, including organizing and conducting field trips, tours, and presentations.
  • Participate in local and regional planning and implementation efforts on behalf of the Snoqualmie Watershed Forum.
  • Use communications and meeting facilitation skills to exchange information and produce outcomes with managers and staff, project teams, tribal representatives, residents and landowners, farmers, elected officials, other jurisdictions and agencies, the Snoqualmie Valley Planning Committee, WRIA 7 Project Work Group, WRIA 7 Technical Committee, Snoqualmie Watershed Forum, and others.

Required Qualifications
  • Bachelor's degree in environmental science, regional or environmental planning, natural resource management, landscape architecture, public administration, or a related field.  
  • At least five (5) years of increasingly responsible program and project management, planning, and analytical work experience applicable to the primary job duties of this position.  
  • Demonstrated experience making presentations to varied audiences (such as public officials, special interest groups, committees, etc.)  
  • Demonstrated experience preparing and/or reviewing grant proposals.  
  • Experience and demonstrated ability facilitating multi-jurisdictional or multi-stakeholder committees or advisory boards on natural resource management issues.  
  • Familiarity with the Endangered Species Act, salmon habitat restoration and protection methods, and/or salmon habitat needs.  
  • Familiarity with principles of watershed restoration and/or natural resource management. Understanding of key natural resource issues currently facing Pacific Northwest rivers and floodplains.  
  • Excellent verbal and written communication skills.  
  • Team-oriented individual with demonstrated ability to grasp issues quickly, exercise initiative and judgement, function independently on assigned projects and keep team-members appraised of key issues and developments.  
  • High-level proficiency in Microsoft Office software, including Word, PowerPoint, Teams, SharePoint and Excel.
  • Experience working collaboratively with diverse interests: building and maintaining effective relationships, gaining trust and support of peers, encouraging collaboration, finding common ground, and solving problems for the good of all.  
  • Experience maintaining composure and professionalism in managing complex issues and a capacity to quickly respond to changing priorities, often under tight deadlines.  
  • Demonstrated experience preparing and delivering reports, issue papers, and/or policy documents, and conveying information in non-technical terms.
Desired Qualifications
  • Master's degree in aquatic biology, ecology, fisheries, environmental science, natural resource management, regional or environmental planning, landscape architecture, public administration, or a related field.  
  • Experience developing funding sources and administering a competitive grant round for species recovery, habitat protection, aquatic restoration, monitoring, education, and/or other projects or programs.  
  • Experience participating and presenting in and leading virtual meetings, particularly with Teams and/or Zoom.
  • Experience with participatory meeting tools such as Mentimeter and other online surveys.
  • Knowledge and experience working in the Puget Sound basin; Snohomish basin experience is a plus.
  • Familiarity with key issues, entities, and agencies involved in aquatic habitat management and/or floodplain management related to the Puget Sound or other Washington basin.
  • Experience working with Northwest Tribal governments, landowners, farmers, agencies and local governments.
Necessary Special Requirements:
  • A valid Washington State Driver's License or the ability to obtain within 30 days of hire.
  • Ability to travel throughout King County and Puget Sound as necessary.
Physical Requirements: This position requires the ability to conduct occasional physical site evaluations and field tours. There is an intermittent need to walk on uneven terrain for limited periods of time. Field conditions include brushy, forested environments; river, stream and wetland corridors; slippery, uneven surfaces; and occasionally, active construction sites. Work tasks also may include in-water situations involving wading and the use of canoes or being in other boats.
