The Mid-Sacramento Valley Regional Conservation Investment Strategy (RCIS), a locally-driven, non-regulatory, non-binding, and voluntary conservation strategy, has been developed to guide conservation investments and compensatory mitigation in portions of Colusa and Sutter Counties. The RCIS is an outgrowth of the Mid and Upper Sacramento River Regional Flood Management Plan, which provides a framework for integrating conservation into flood management systems. The RCIS was recently approved by the California Department of Fish and Wildlife.
