The Fairland and Briggs Chaney Master Plan outlines the goals, policies and strategies to address future challenges in the Fairland and Briggs Chaney community. Not only does the plan seek to make room for growth, jobs and new residents, but it also strives to improve the quality of life for people already living here, supporting a more prosperous, equitable, and resilient community in East County.

Current Phase of the Plan: Approved and Adopted by the Maryland-National Capital Park and Planning Commission

The Maryland-National Capital Park and Planning Commission voted unanimously to approve and adopt the Fairland and Briggs Chaney Master Plan at their meeting on January 17, 2024. Following adoption of the plan, a Sectional Map Amendment will be considered for approval to change zoning districts in the plan area per the plan’s recommendations. The County Council is accepting comments on the proposed Fairland and Briggs Chaney SMA and will hold a public hearing on April 30, 2024. The Plan’s key recommendations are listed below, representing the plan’s overall vision over the next 10-20 years as a better-connected community, with high-quality transit, accessible and comfortable parks, trails and pathways, thriving households and businesses, attractive places to gather for all ages, and a sustainable environment.

Call for letters of interest to join Implementation Advisory Committee

A major recommendation of the approved and adopted plan is the establishment of a new Implementation Advisory Committee (IAC) to help guide the plan’s community objectives and implement the plan. Committee members will be appointed by the Montgomery Planning Board and work closely with the East County Citizens Advisory Board and other organizations working for the betterment of the Fairland and Briggs Chaney community.

We are currently accepting letters of interest from residents, property owners, business owners, resident associations, and any other community stakeholders within the plan area to participate as members of this new Fairland and Briggs Chaney IAC. The committee will have up to ten members, drawn from a mix of backgrounds and experiences, serving two- or three-year staggered terms. The appointed committee members will decide each members’ specific roles and responsibilities, yet those responsibilities will most likely include monitoring and advocating for the master plan’s recommendations, reviewing development proposals in relation to applicable master plan recommendations, making recommendations regarding the county’s Capital Improvements Program (CIP), and recommending actions to the Planning Board and County Council.

To apply to become a member of the Fairland and Briggs Chaney IAC, please submit a letter of interest of no more than 300 words highlighting why you wish to serve and how your background and expertise make you a good candidate. All letters of interest should be submitted no later than April 30, 2024, to lead planner Clark Larson at Clark.Larson@montgomeryplanning.org or by mail to Montgomery Planning – Upcounty Division, c/o Clark Larson, 2425 Reedie Drive, Floor 13, Wheaton, MD 20902. Montgomery Planning staff will review the applicants and make recommendations to the Planning Board for appointment. Once IAC members are appointed by the Planning Board, an orientation meeting will be scheduled to review roles, meeting frequency, and adopt committee bylaws.
