WHEREAS OKAY. CAN YOU HEAR ME WITH THAT ONE OR IS THIS ONE BETTER? OKAY. WHEREAS COLON CANCER IS THE THIRD MOSTLY COMMON DIAGNOSED CANCER IN MEN AND WOMEN COMBINED IN THE UNITED STATES AND IS THE SECOND LEADING CAUSE OF CANCER DEATHS. BUT THERE IS CURRENTLY NO CURE.

AND WHEREAS, 1 IN 23 MEN AND 1 IN 25 WOMEN WILL BE DIAGNOSED WITH COLON CANCER IN THEIR LIFETIMES.

AND WHEREAS, THERE ARE NO MORE THAN 1 MILLION SURVIVOR, I'M SORRY.

WHEREAS THERE ARE NOW MORE THAN 1 MILLION SURVIVORS OF COLON CANCER IN THE UNITED STATES.

AND WHEREAS, THE NATIONAL COLORECTAL CANCER ROUNDTABLE HAS ESTABLISHED THE GOAL OF SCREENING 80% OF AMERICANS AGES 50 AND OLDER IN EVERY COMMUNITY.

AND WHEREAS, IF THE MAJORITY OF PEOPLE IN THE UNITED STATES AGED 50 OR OLDER WERE SCREENED REGULARLY FOR COLON CANCER, HALF OF ALL CASES COULD BE PREVENTED ENTIRELY.

AND WHEREAS, IT IS CRITICAL THAT ALL PEOPLE OF ALL AGES KNOW THE SIGNS AND SYMPTOMS OF THIS DISEASE.

AND WHEREAS, OBSERVING COLON CANCER AWARENESS MONTH IN MARCH WOULD PROVIDE A SPECIAL OPPORTUNITY TO OFFER EDUCATION ON THE IMPORTANCE OF EARLY DETECTION AND SCREENING.

NOW, THEREFORE, I, MICHAEL BOEHM, THE MAYOR OF THE CITY OF LENEXA, HEREBY PROCLAIM THE MONTH OF MARCH 2023, IN THE CITY OF LENEXA TO BE COLON CANCER AWARENESS MONTH.

AND WE ARE PRESENTING THIS TO ONE OF OUR LONG TERM GREAT STAFF MEMBERS BECAUSE SHE HER LIFE WAS IMPACTED BY THIS HORRID DISEASE AND SHE MADE SURE EVERY YEAR THAT WE GET UP AND RECOGNIZE THE MONTH AND WE'LL MAKE A PRESENTATION TO AMY.

YOU WANT TO SAY SOMETHING.

[APPLAUSE] SO FOR YOU THAT DON'T KNOW, 12 YEARS AGO ON MARCH 1ST, MY HUSBAND AT THE AGE OF 39, WAS DIAGNOSED WITH STAGE FOUR COLORECTAL CANCER.

HE HAD NO FAMILY HISTORY OF ANY KIND OF CANCER.

AND SO THIS WAS KIND OF A SHOCK.

AND AFTER ALMOST FIVE YEARS, HE LOST HIS BATTLE AT THE AGE OF 44.

AND SO IT'S JUST IMPORTANT TO ME AND MY FAMILY THAT WE TRY TO EDUCATE AS MANY PEOPLE AS POSSIBLE TO BE SCREENED, BE AWARE.

DON'T LET THIS IT'S NOT FUN.

NOBODY WANTS TO TALK ABOUT IT, LET'S BE HONEST.

BUT IT IS VERY IMPORTANT.

AND IF I CAN GET MY 19 YEAR OLD AND MY 23 YEAR OLD TO GET THEIR COLON SCREENING DONE IN THE LAST 18 MONTHS, THEN ANYBODY HERE CAN DO IT.

SO JUST TAKE CARE OF YOURSELVES.

COURTNEY HAS BEEN A LONG TERM ADVOCATE IN FIGHTER FOR RESEARCH AND FUNDING FOR MULTIPLE SCLEROSIS, AND I'LL LET YOU TALK ABOUT YOUR INVOLVEMENT AFTER I READ THE PROCLAMATION, BUT WE'LL PRESENT THAT TO YOU TODAY.

WHEREAS MULTIPLE SCLEROSIS IS A CHRONIC, OFTEN DISABLING AND PREDICTABLE DISEASE THAT ATTACKS THE CENTRAL NERVOUS SYSTEM.

AND WHEREAS, MS. AFFECTS ABOUT 2.5 MILLION PEOPLE WORLDWIDE AND NEARLY 1 MILLION PEOPLE IN THE UNITED STATES, WITH ABOUT 200 NEW CASES DIAGNOSED EACH WEEK.

AND WHEREAS, THE DISEASE GENERALLY STRIKES PEOPLE BETWEEN THE AGES OF 20 AND 50, THE CAUSE OF MS SYMPTOMS REMAIN UNKNOWN AND THERE IS CURRENTLY NO CURE.

WHEREAS COMMON SYMPTOMS OF THE DISEASE INCLUDE FATIGUE, WEAKNESS, TREMORS, BALANCE AND VISION PROBLEMS, DEPRESSION, NUMBNESS AND DIFFICULTY WALKING.

ALTHOUGH THE COURSE OF THE DISEASE VARIES GREATLY FROM PERSON TO PERSON.

AND WHEREAS, MARCH IS NATIONAL MULTIPLE SCLEROSIS, EDUCATION AND AWARENESS MONTH AND COMMUNITIES LEARNING ABOUT AND BECOMING AWARE OF THE DISEASE CAN HELP THOSE WHO SUFFER LEAD MORE PRODUCTIVE LIVES AND SATISFYING LIVES.

AND WHEREAS, ADVANCES IN THE RESEARCH AND TREATMENT ARE ONGOING AND PROVIDE HOPE TO THOSE AFFLICTED BY THE DISEASE THROUGH RESEARCH DONATIONS.

I'M COURTNEY EITERICH. I AM A.

LET ME START OVER.

I AM AN ADVOCATE FOR MS RESEARCH AND LIVE WITH MULTIPLE SCLEROSIS AND I'M GOING ON MY 16TH YEAR OF BEING DIAGNOSED.

I WAS DIAGNOSED AT 32 YEARS OLD, UNEXPECTEDLY, HAD A LITTLE BIT OF NUMBNESS IN MY LEFT LEG, AND ALL OF A SUDDEN ENDED UP IN A BRAIN SCAN.

THAT CHANGED THE TRAJECTORY OF MY ENTIRE LIFE.

HAD I BEEN DIAGNOSED TEN YEARS PRIOR TO THE TIME FRAME THAT WE'RE AT, THEN I PROBABLY WOULDN'T BE STANDING HERE.

I WOULDN'T BE SITTING ON THE COUNCIL.

I PROBABLY WOULD BE IN A WHEELCHAIR AND DEALING WITH SOME SERIOUS COGNITIVE THINGS AND PROBABLY IN MUCH WORSE SHAPE.

WHEN I WAS DIAGNOSED, THERE WERE THREE MEDICATIONS ON THE MARKET.

NOW THERE ARE 23.

WE'VE DONE A LOT OF WORK IN THE RESEARCH FIELD AND HAVE RAISED A LOT OF MONEY TRYING TO GET NIH FUNDS AND CONGRESSIONALLY DIRECTED MEDICAL RESEARCH PROGRAMS TO MAKE ALL THIS HAPPEN.

THERE ARE A LOT OF PEOPLE THAT ARE AFFECTED BY THIS DISEASE, AND IT'S NOT ONE THAT ALWAYS STANDS OUT.

IT'S KIND OF INVISIBLE.

AND SO I'M HERE TO BE SOMEWHAT OF A BEACON OF HOPE FOR THEM BECAUSE I THINK THAT IT USED TO LOOK LIKE A DEATH SENTENCE AND IT DOESN'T ANYMORE. AND SO I APPRECIATE THIS PROCLAMATION AND WANT TO JUST KEEP EDUCATING PEOPLE ABOUT WHAT IT IS AND ISN'T AND HAPPY TO CHAT WITH ANYBODY THAT, YOU KNOW, THAT'S BEEN NEWLY DIAGNOSED, BECAUSE I THINK IT'S SCARY TO SHARE THAT WITH PEOPLE, ESPECIALLY AT THEIR WORKPLACE OR WITH THEIR FAMILIES.

AND IT'S IMPORTANT THAT PEOPLE HAVE A SUPPORT SYSTEM AROUND THEM FOR WHEN THINGS DO HAPPEN OR THAT THERE'S AN [INAUDIBLE] IN THEIR LIVES.

MR. MAYOR, CITY COUNCILMAN, THANK YOU FOR ALLOWING ME TO BE HERE THIS EVENING TO PRESENT THIS AWARD TO YOUR TRAFFIC UNIT.

MYSELF, I WAS INVOLVED IN LAW ENFORCEMENT FOR 33 YEARS, 28 OF THOSE WERE IN TRAFFIC DIVISION.

AND THE LAST 12 OF MY YEARS AS LEADING LAW ENFORCEMENT HAS BEEN WITH THE KANSAS DEPARTMENT OF TRANSPORTATION AS A LAW ENFORCEMENT LIAISON.

THERE'S FOUR OF US ACROSS THE STATE, AND I HAVE THE NORTHEAST CORNER, WHICH INCLUDES JOHNSON COUNTY.

AND THIS YEAR I BELIEVE WE'RE GIVING OUT 35 AWARDS.

AND I THINK THERE'S ONLY, IF I REMEMBER RIGHT, 12 THAT ARE GETTING THE PLATINUM AWARD, WHICH IS OUR TOP AWARD, WHICH YOUR AGENCY WILL BE RECEIVING TONIGHT.

I WANT TO COVER A FEW THINGS WITH YOU WHY TRAFFIC IS SO IMPORTANT IN OUR SOCIETY.

IN 2020 OVER 11,000 PEOPLE IN OUR COUNTRY DIED IN ALCOHOL RELATED CRASHES.

AND, YOU KNOW, THE SAD THING ABOUT THAT IS EVERY ONE OF THEM WAS PREVENTABLE.

CALL A FRIEND.

CALL A TAXI.

CALL A WRECKER TO TAKE YOU AND YOUR CAR HOME.

THERE ARE SO MANY WAYS THAT YOU CAN AVOID THIS.

AND WITH THAT, THAT'S ONE FATAL EVERY 45 MINUTES IN OUR COUNTRY THAT INVOLVED ALCOHOL.

IN 2010 A DUI CRASH IN OUR COUNTRY COSTS $44 BILLION DOLLARS.

THAT'S WITH ALL THE CRASHES THAT WE'VE HAD.

THAT WAS THE LAST YEAR THAT WE'VE HAD A DATA THAT WE COULD SAY WAS AVAILABLE.

SO THINK WHAT IT WOULD BE NOW 13 YEARS LATER.

AND 21 IN KANSAS.

IN KANSAS, WE HAD 2,158 CRASHES WITH 856 INJURIES AND 77 DEATHS THAT WERE ALCOHOL RELATED.

IN 2020 KANSAS TOTAL HAD 52,469 CRASHES, WITH 11,677 INJURIES AND 381 FATAL CRASHES.

AND OF THOSE CRASHES, WE LOST 426 LIVES.

LIKE I SAID BEFORE, EVERY ONE OF THEM WAS PREVENTABLE.

THE FUNNY THING IS, WHEN I SEEN THIS, IT KIND OF DREW MY ATTENTION.

THE TOP FIVE CONTRIBUTING FACTORS FOR CRASHES IN THE STATE OF KANSAS WAS 18.5% WERE INATTENTIVE.

THAT'S TEXTING, NOT PAYING ATTENTION TO WHAT'S GOING ON DOWN THE ROAD.

ANIMALS, WILD OR DOMESTIC, WAS 13.39.

AND I'D BE WILLING TO BET YOU 12% OF THOSE WERE PROBABLY DEER RELATED CRASHES.

RIGHT OF WAY VIOLATIONS WAS 9.6%.

TOO FAST FOR CONDITIONS WITH 6.5% AND FOLLOWING TOO CLOSELY WAS 6.29%.

AND THE FUNNY THING IS WHEN YOU COMPARE THEM WITH THE ONES WE HAD IN 2020, THEY'RE ALMOST THE EXACT SAME.

SO PEOPLE OUT HERE IN OUR HIGHWAYS ARE NOT PAYING ATTENTION TO WHAT THEY NEED TO BE DOING.

THAT'S WHY WE NEED MORE PEOPLE LIKE THESE GUYS OUT THERE GETTING THESE PEOPLE'S ATTENTION.

AND WITH ME BEING OUT ON THE ROAD EVERY DAY, TRAVELING FROM HERE TO SALINA AND TO THE NEBRASKA BORDER AND BACK, IT'S A WONDER MY STEERING WHEEL IN MY PICKUP HADN'T BEEN BEAT TO DEATH OF PEOPLE PROBABLY RUNNING 100 PLUS PASSING AND NO PASSING ZONES FOLLOWING MAYBE FROM ME TO HERE TO THAT SPEAKER STAND BEHIND ANOTHER VEHICLE AT 75 MILE AN HOUR SPEED ZONE.

WELL, WE ALL KNOW WHAT'S GOING TO HAPPEN WHEN THAT CAR IN FRONT SLAMS ON THE BRAKES.

THAT BACK ONE IS GOING TO BE RIGHT INTO THE BACK OF THE ONE IN FRONT AND HOPEFULLY NO ONE LOSES THEIR LIVES AND SEATBELTS ARE GETTING BETTER OR PEOPLE ARE WEARING THEIR SEATBELTS. BUT WE STILL GOT PEOPLE OUT HERE THAT ARE NOT.

YOUR DEPARTMENT IS ONE OF OUR TOP DEPARTMENTS IN THE STATE OF KANSAS, AND I FEEL REAL GOOD ABOUT THAT BECAUSE THAT'S ONE OF MY AGENCIES AND THAT WAS ONE OF THE AGENCIES I WORKED WITH WHEN I WAS WITH THE SHERIFF'S OFFICE IN LAW ENFORCEMENT.

SO AT THIS TIME.

SINCE THEY FINALLY MADE IT HERE FROM THE CRASH THEY WERE INVESTIGATING.

A LOT OF THOSE THINGS ARE GOING TO SCHOOLS OR TALKING WITH OUR KIDS THAT COME IN IN THE SUMMERTIME, EDUCATING THEM BEFORE THEY GET ON THE ROADWAY, TALKING TO THEM ABOUT DRINKING AND DRIVING, WEARING THEIR SEATBELT, PAYING ATTENTION WHILE THEY'RE DRIVING, KEEPING THEIR PHONES DOWN WHILE THEY'RE DRIVING AND ALL THOSE DIFFERENT THINGS.

THERE ARE A FEW EXCEPTIONS IN THE STANDARDS THAT RELATE TO STAIRS ON THE EXTERIOR OF A HOUSE, STAIRS MADE OF NON COMBUSTIBLE MATERIALS WHEN THE TOTAL NUMBER OF STAIRS IS LESS THAN FOUR, WHERE THE FIRE FIGHTERS CAN ASSESS VERY QUICKLY A SMALL SET OF STAIRS AND WHERE IT'S HARD TO GET THE DRYWALL UNDERNEATH THERE.

AND AN OPEN STAIRCASE THAT HAS AN UNDER THE STAIRCASE AREA WHERE THE FIRE CAN BE SEEN AND ASSESSED BEFORE THEY STEP DOWN ONTO THAT.

YOU'LL SEE THAT A COUPLE A FEW CITIES WERE QUICK TO ADOPT THIS.

AND THEN IN 2012, WHEN THE BUILDING CODES PICKED UP STORM SHELTERS, WE MOVED IT TO THAT CODE.

CURRENTLY, THE CODE ALLOWS FOR COMMUNITY SHELTERS FOR ANY HOUSING TYPE AS LONG AS THE SHELTER IS WITHIN 1000 FT OF THAT UNIT. IT'S A BIT OF AN UNINTENDED CONSEQUENCE WITH THE CODE.

WHEN WE MOVED IT IN 18, WE REFERENCED THE INTERNATIONAL BUILDING CODE.

THAT'S REALLY MORE OF A CODE FOR APARTMENT DWELLINGS AND MULTIFAMILY.

THE INTERNATIONAL RESIDENTIAL CODE, WHICH IS WHERE MOST HOMES AND DUPLEXES ARE BUILT UNDER, ACTUALLY DON'T REQUIRE STORM SHELTERS AT ALL.

BUT WHEN ONE IS PRESENT, THEY SAY THAT IT HAS TO BE WITHIN 150 FT DISTANCE.

SO THERE'S SOME REASONS FOR THOSE DISCREPANCIES, I THINK.

BUT WE DIDN'T SORT OF VET OUT THOSE DETAILS.

AND SO TO ME, IT'S SORT OF AN UNINTENDED CONSEQUENCE, AND I'LL SHOW YOU WHY THAT'S IMPORTANT HERE IN A MINUTE.

SO THIS AMENDMENT CHANGES THAT 1000 FOOT STANDARD ONLY FOR SINGLE FAMILY AND DUPLEX AND REQUIRES IT TO BE PUT ACTUALLY IN THE STRUCTURE IN THE UNIT, THE HOUSING UNIT ITSELF. THIS IS THAT MAP.

THERE'S A REASON DOROTHY WAS FROM KANSAS, BECAUSE WE ARE RIGHT SMACK IN THE MIDDLE OF THE MOST SEVERE WIND SPEEDS RELATED TO TORNADOES.

THOSE ARE THE LOTS THAT BY PLAT NOTE ARE OUTSIDE OF THAT 1000FT AND WOULD BE REQUIRED TO PUT THE SHELTER IN THE HOME TO COMPLY WITH CODE ANYWAY.

IT WAS AT THIS TIME THAT WE STARTED THINKING, WELL, WE NEVER KNEW A SINGLE FAMILY DEVELOPER WOULD EVEN UTILIZE THE CODE IN THIS WAY.

AND SO WE HAD SOME DISCUSSIONS WITH THE DEVELOPER ABOUT STAFF WANTING TO REVIEW IT AND REALLY PROBABLY PROPOSE AMENDMENTS THAT YOU'RE SEEING TONIGHT.

WHEN THE NORTH VERSION OF STONE RIDGE CAME IN AND WE SAW SEVEN NEW SHELTERS, WE OUR CONCERNS GREW EVEN MORE.

WE PRESSED ON THE GAS ON THIS ON THIS AMENDMENT AND STARTED WORKING ON IT.

OUR MEMO TO THE BOARD, BUILDING CODE BOARD OF APPEALS LAYS OUT A LITTLE MORE DETAIL ABOUT CONCERNS, BUT THEY CAN BE SUMMARIZED IN SOME WHAT WE SEE AS SOME PROPERTY MAINTENANCE ISSUES WITH MAINTAINING SHELTERS.

HOA'S FEES ARE GOING TO BE RESPONSIBLE FOR THAT ULTIMATELY.

SOME NEIGHBORHOOD AESTHETICS ABOUT A SHELTER LOOK DIFFERENT THAN A HOUSE SIMILAR TO A HOUSE THAT'S GOT A PARKING AREA.

IT'S GOING TO HAVE SOME SIGNAGE.

SO SOME CONCERNS AROUND THERE.

AND THEN JUST THE BASIC STUFF AROUND CONFUSION BY USERS.

AND WE ACTUALLY TALKED ABOUT THIS A LITTLE BIT WHEN STONERIDGE NORTH CAME TO YOU.

AND SO WE DID REACH OUT PROACTIVELY TO THE KANSAS CITY HOMEBUILDERS AND HAVE BEEN WORKING WITH ARISE HOMES, WHO WERE THE DEVELOPERS OF THOSE TWO PLATS? THEY BOTH UNDERSTAND IT.

NEITHER OF THEM HAVE CONCERN ENOUGH TO VOICE OPPOSITION, AND SO THEY DID NOT ATTEND THE FEBRUARY 15TH BUILDING CODE BOARD OF APPEALS MEETING WHERE THE BOARD CONVENED ON THESE AND RECOMMEND APPROVAL OF THE AMENDMENTS.

AND SO STAFF AND THE BUILDING CODE BOARD OF APPEALS DO RECOMMEND THAT THE ORDINANCE BE ADOPTED, APPROVED BY YOU.

SO A LITTLE HISTORY AND BACKGROUND ON KIND OF WHERE WE'VE COME FROM.

I THINK BOTH ENTITIES ORGANIZED AN AMBULANCE TRANSPORT SERVICE IN THE 70S.

WE'VE HAD JOHNSON COUNTY MED ACT AMBULANCE POSITIONED OUT OF LENEXA SINCE THE EARLY 80S AND THE ONE THAT STILL RESIDES AT 9224 HASKINS INSIDE OF A CITY OWNED FACILITY OR A CITY OWNED PROPERTY.

FROM MY UNDERSTANDING, THE LEASE AGREEMENT FOR THAT PROPERTY WHICH EXISTS TODAY, WAS A $1 A YEAR.

SO THEY'VE BEEN IN THAT FOR NEARLY 40 YEARS AT A DOLLAR A YEAR.

WITH THE RENOVATIONS THAT WILL HAPPEN TO THE CAMPUS UP THERE, THEY WILL BE OUT OF THAT BY OCTOBER 1ST OF THIS YEAR.

AND THEY BOUGHT IN A PROPERTY AT 8875 LONG, WHICH IS A FORMER CAR WASH THAT I THINK MAYBE TURNED INTO A CAR RENTAL PLACE.

BUT THEY'LL HAVE RENOVATIONS DONE WITH THAT.

AND THE CURRENT FORECAST IS THAT THAT WILL BE DONE BY FEBRUARY 1ST OF 24.

SO THERE'LL BE A PERIOD OF TIME WHERE THEY MAY CO-LOCATE WITH US AT FIRE STATION ONE WHILE THAT CONSTRUCTION AND REMODEL IS BEING COMPLETED.

BUT THE SPECIFICS OF THIS AGREEMENT IS FOR OUR AMBULANCE THAT IS LOCATED AT OUR FIRE STATION THREE.

SO A LOT OF FIRE DEPARTMENTS PROVIDED TRANSPORT SERVICES EARLIER PRIOR TO THE 2000S.

WE WERE ONE OF THE ONLY REMAINING THAT DID SO UP UNTIL 2010.

WHEN WE STOPPED OUR TRANSPORT SERVICE MED-ACT HAD A REASON TO PUT ANOTHER AMBULANCE INSIDE THE CITY LIMITS OF LENEXA.

SO THAT'S WHEN THE FIRE CHIEF AT THE TIME AND THE DIRECTOR OF MED-ACT AND OF COURSE APPROVED BY THE BOARD OF COUNTY COMMISSION AND THE COUNCIL ENTERED INTO AN AGREEMENT WHERE THEY WOULD HAVE A FACILITY USE AGREEMENT WITH LENEXA TO OCCUPY SPACE FOR OFFICE APPARATUS, RESOURCES, STAFFING.

AND AT THAT POINT IN TIME, THAT WAS AN AGREEMENT THAT WAS AT NO COST TO MED-ACT.

SO AS THE TIMES HAVE CHANGED, THERE HAS IT HAS BECOME CONSISTENT AND UP TO THIS POINT, OVERLAND PARK FIRE DEPARTMENT CONSOLIDATED FIRE DISTRICT TWO AND FIRE DISTRICT ONE AND THE GARDNER EDGERTON AREA ALL HAVE LEASE AGREEMENTS WITH MED-ACT WITHIN THE LAST FEW YEARS THAT ARE IN AT COST PROPOSITION.

SO WHAT THIS IS FOR IS AND THE MODEL THAT THEY HAVE IS FOR NEW CONSTRUCTION.

THEY LOOK AT A 20 YEAR TERM FOR EXISTING CONSTRUCTION IN PROPERTIES WHERE THEY ARE ALREADY IN.

THEY DO A TEN YEAR TERM AND THEY'VE USED WHICH IS IN YOUR PACKET, THEY'VE USED SOME ARRANGEMENT OF SQUARE FOOTAGE AND AN AMOUNT OF MONEY, $7 A SQUARE FOOT FOR OPERATING EXPENSES, $5 A SQUARE FOOT FOR CAPITAL EXPENSES WITH A 3% ESCALATOR ON THE OPERATING AND A 4% ESCALATOR ON THE CAPITAL PROJECT EXPENSES. SO THAT TOTALS FOR US $573,196 FOR THE COURSE OF TEN YEARS.

WE WILL OBVIOUSLY HAVE SOME LIABILITIES THROUGHOUT THAT TEN YEARS SINCE IT'S PAID UP FRONT.

WE'LL TALK TO THE CFO, NATE BLUM, AND WE WILL JUST HOLD THAT LIABILITY.

AND IN YEAR ONE, WE WILL CONSIDER IT TO BE CASH THAT WE WON'T EXPEND.

AND THEN AFTER THAT YEAR IS OVER, THAT $51,056 WOULD BECOME ELIGIBLE TO BE USED AND WE'LL JUST CARRY THAT LIABILITY THAT WAY.

AFTER SIGNIFICANT DISCUSSIONS WITH OUR PROJECT TEAM, INCLUDING OUR OWNER'S REP AND JE DUNN, WE STARTED TO REALIZE THAT THE COMPLEXITY OF SOME OF THE PACKAGES THAT THE CITY WAS GOING TO PROCURE ON THEIR OWN, I.E.

WE WOULD HOLD THE CONTRACTS OURSELVES.

WE WOULD GO OUT AND COORDINATE THE SCHEDULING OF THAT WORK AND INTEGRATE IT INTO JE DUNN'S CONSTRUCTION SCHEDULE.

WE REALIZED THAT DUE TO THE COMPLEXITY OF THE PUBLIC SAFETY BUILDING, I.E.

THE SECURITY SYSTEMS THAT HAD TO BE INTEGRATED THROUGHOUT THE BUILDING, WE FELT THAT ONE POINT OF CONTACT I.E.

JE DUNN AND THEN ALSO SUBSIDIARY COMPANY WITHIN JE DUNN CALLED APTITUDE.

THEY'RE A TECHNOLOGY INTEGRATOR.

THEY DO THIS AND THEY TAKE PACKAGES FOR OWNERS AND THEY BUILD SCOPES OF WORK AND THEN COMPETITIVELY BID THOSE SCOPES OUT FOR OWNERS AND THEN TAKE THAT ON.

AND REALLY WHAT WE'RE DOING AS THE OWNER IS WE'RE TRANSFERRING THE RISK OF ALL THOSE INDIVIDUAL CONTRACTS THAT WE WOULD HAVE BROUGHT FORWARD TO YOU, I.E.

AUDIO VISUAL EQUIPMENT, SECURITY CAMERAS, ACCESS CONTROL, CABLING, LOW VOLTAGE, THEY CALL IT LOW VOLTAGE CABLING THROUGHOUT THE BUILDING.

THAT'S LIKE 50 WATTS AND BELOW THAT KIND OF CONTROL, THE SECURITY SYSTEMS WITHIN THE BUILDING THAT WAS ALL BUDGETED WITHIN THE CITY'S BUCKET OR RESPONSIBILITIES, NOT IN JE DUNN'S PREVIOUS THREE AMENDMENTS.

SO TONIGHT, WHAT WE'RE RECOMMENDING IS TO TRANSFER AGAIN THAT RISK AND THAT SCOPE OF WORK AGAIN, ALL BUDGETED WITHIN THE ORIGINAL $73 MILLION DOLLAR PROJECT. AGAIN, IT WAS IN OUR BUCKET.

WE'RE JUST TRANSFERRING THAT RESPONSIBILITY TO JE DUNN.

AND AGAIN, OUR PROJECT TEAM HAS SPENT THE LAST COUPLE OF MONTHS GOING THROUGH ALL OF THE COMPONENTS THAT WE WOULD NORMALLY DO VETTING CONTRACTS COMPETITIVELY, BIDDING SCOPES OF WORKS WITHIN THOSE THAT AMENDMENT NUMBER FOUR TO TONIGHT ASK FOR YOUR PERMISSION TO AGAIN BRING FORWARD A GMP NUMBER FOUR THAT WOULD AMEND JE DUNN'S CONSTRUCTION CONTRACT.

SO WITH THAT, I THINK I HIT ON MOST OF THE ITEMS THERE.

BUT AGAIN, WE HAVE OUR PROJECT TEAM HERE, JIM COLTER WITH JE DUNN CONSTRUCTION.

DEREK SEITZ IS WITH APTITUDE AGAIN, A SUBSIDIARY OF JE DUNN.

HE'S BEEN A GREAT ADDITION TO OUR PROJECT TEAM AND BROUGHT A LOT OF VALUE AS WE'VE LOOKED TO SAVE MONEY AND LOOK FOR REDUNDANCIES AT TIMES WITH OUR SCOPE OF WORK AND JE DUNN'S SCOPE OF WORK. THEY'VE COME IN AND REALLY FOUND SAVINGS.

SO I'M PROUD TO SAY THAT BY PURSUING THIS LINE OF WORK AND AGAIN, IT WAS A GREAT RECOMMENDATION FROM OUR OWNER'S REP BECAUSE I THINK WE'RE PROBABLY SAVING AROUND 2 OR $300,000 BY DOING THIS, THIS PROCUREMENT METHOD.

SO WITH THAT, OUR TEAM CAN STAND FOR ANY QUESTIONS.

BUT THIS COMES TO YOU GUYS WITH OUR RECOMMENDATION FOR APPROVAL.

I ENJOY BEING ABLE TO VIEW YOUR MEETINGS SINCE I DON'T ALWAYS HAVE THE OPPORTUNITY TO COME OUT FOR A COUNCIL MEETING.

EVERY MEETING HAD STANDING ROOM ONLY CAPACITY OVERFLOW INTO THE HALLS.

THEY HAD PUBLIC SAFETY POLICE OFFICERS HAVING TO COME IN NOT ONLY OUT IN THE HALLS TO KEEP ANY MELEES FROM HAPPENING, BUT ALSO WITHIN THE CHAMBERS. ONE EVEN SITTING AT THE PODIUM AS SPEAKERS CAME FORWARD TWO BEHIND THE DAIS.

YOU COULDN'T SEE THEM, BUT THEY WERE THERE TO PROTECT THE COUNCIL MEMBERS AND THE MAYOR.

IN ANY EVENT, YOU CAN OBVIOUSLY GUESS WHAT HAPPENED DURING THAT MEETING BECAUSE IT WAS NOT TELEVISED.

THEY WERE SMART.

WE'VE ALL GOT ONE OF THESE CORRECT CELL PHONES.

THEY'RE CAPABLE OF VIDEO RECORDING EVERY MEETING.

I GOT TO WATCH BOTH SIDES SET UP TRIPODS AT THE FRONT OF THE COUNCIL CHAMBERS, LIVESTREAMING THE MEETINGS TO THE

WORLD. YOU COULDN'T TRAMPLE THE FIRST AMENDMENT RIGHT THAT THEY COULD SAY SOMETHING DURING THAT MEETING.

A LOT OF OTHER THINGS HAPPENED BECAUSE OF THAT.

I SAW COUNCIL MEMBERS, ONE THAT GOT IN A HEATED DEBATE WITH A MEMBER OF THE AUDIENCE AND LATER HAD TO APOLOGIZE PUBLICLY AT THE NEXT MEETING TO THAT PERSON.

SAW ANOTHER COUNCIL MEMBER, UNFORTUNATELY HAD AN ETHICS VIOLATION THROWN AGAINST HIM THAT THEY HAD TO GO OUT AND GET AN INDEPENDENT COUNSEL AND JUDGE TO COME IN TO HEAR THAT EXACT THING THAT HAPPENED.

I SAW THE MAYOR PRO TEM ELECTION YEAR DIDN'T GET REELECTED SIMPLY BECAUSE YOU COULD HAVE BEEN ON EITHER SIDE OF THE FENCE AND VOTED.

YOU COULD HAVE BEEN VOTED OUT OF OFFICE VERY EASILY.

SO THOSE ARE MY TAKEAWAYS THAT I'D SHARE WITH YOU.

BUT I RESPECTFULLY ASK THAT POSSIBLY YOU INCLUDE THE BUSINESS FROM THE FLOOR SESSION.
