Los Angeles County Enters Phase 3
On June 11, the County of Los Angeles issued a modified Health Officer Order to allow for the reopening of certain businesses on June 12. The following sectors are now allowed to reopen with modified operating procedures and social (physical) distancing requirements:
*While the LA County Public Health Order provides a green light for music, film, and television production with certain protocols, the City of West Hollywood's Film Office is currently reviewing guidance and is developing plans to resume permitting. The City will not issue permits for production until on or after July 1, 2020. Updates will be posted at www.weho.org/film.
The following businesses are not authorized to reopen: nail salons, tattoo shops, bars and wineries, movie theaters, live performance theaters, entertainment centers, concert halls and venues, stadiums, arenas, gaming facilities, theme parks and festivals. The City of West Hollywood’s Business Graffiti Abatement Program is providing free graffiti abatement to businesses that have experienced external damage. If your businesses is interested in participating in this temporary program, please contact the City’s Graffiti Hotline at 323-848-6557.
The California Department of Insurance issued a Fact Sheet to assist business owners’ understanding of insurance issues related to civil unrest. If your business needs to file a report for insurance purposes, please contact the West Hollywood Sheriff’s Station at (310) 855-8850. The Station will catalog all information and will follow-up accordingly with all businesses. For additional insurance assistance, please contact the California Department of Insurance Consumer Hotline at (800) 927-4357 or by using its online form – available here.
The County of Los Angeles Office of Emergency Management is collecting information from local businesses that suffered physical damage or economic injury. This information will be used to seek assistance from the United States Small Business Administration. If your business experienced physical damage or economic injury, please document damages by using this form. The form will be utilized by Local, State and Federal governments during the Small Business Administration Physical Disaster Declaration process. Paycheck Protection Program (PPP) Amendments
This week the Small Business Administration announced changes to the Paycheck Protection Program to assist businesses in qualifying for the loan forgiveness as part of the CARES Act. Applications for the PPP loan must be approved by June 30, 2020 to qualify.
The changes to the PPP include:
- Borrowers now have the option of extending their coverage period from 8 weeks to 24 weeks
- Lowered requirements from 75% to 60% of loan proceeds to be used for payroll
- Borrower uses less than 60% of their loan proceeds to payroll they will qualify for partial forgiveness
- Loan forgiveness leniency based on reductions in full-time employees due to requirements issued related to worker or customer safety due to COVID-19 between March 1, 2020 and December 31, 2020
- For loans issued after June 5, 2020: Increased maturity of PPP loans to 5 years
- For loans before June 5, 2020, borrowers are able to negotiate this term with their lender
- Extending the deferral period for payments of principal, interest, and fees on PPP loans to the date that SBA remits the loan forgiveness amount to the lender

Main Street Lending Program
The Governor’s Office of Business recently released its Main Street Program, established by the CARES Act, to provide loans to small to medium businesses affected by the COVID-19 pandemic.
The Program will continue through September 30, 2020 and is available to businesses with 15,000 employees or less or revenues of $5 billion or less. Businesses that have received the Small Business Administration’s PPP are eligible to apply for this program. More information can be found here.
Metro’s Small Business Recovery Loan Program
The Los Angeles County Development Authority, with funding from LA Metro, has a program through June 19, 2020 at 5 p.m. to provide emergency relief to help small businesses during this unprecedented time. Businesses who are within a quarter mile of a major transit stop, employ 25 or fewer employees, and are a for-profit business are able to apply for up to a $20,000 loan.
