RECOMMENDED ACTION(S):

 

 

1.

Approve Contract with Covenant House California for provision of Emergency Shelter Operations and Services for Transitional Aged Youth, for a Contract term effective October 15, 2022, through June 30, 2024, in a Contract amount not to exceed $600,000.

 

2.

Approve Contract with Family Assistance Ministries for provision of Emergency Shelter Operations and Services for Families, for a Contract term effective October 15, 2022, through June 30, 2024, in a Contract amount not to exceed $400,000.

 

3.

Approve Contract with Friendship Shelter, Inc. for provision of Emergency Shelter Operations and Services for Individuals in the South Service Planning Area, for a Contract term effective October 15, 2022, through June 30, 2024, in a Contract amount not to exceed $350,000.

SUMMARY:

 

Approval of the Contracts for Emergency Shelter Operations and Services will provide individuals, families, transitional aged youth, and survivors of domestic violence experiencing homelessness in Orange County access of emergency shelter programming and housing-focused case management that will assist participants in obtaining permanent housing and increased income.

 

 

BACKGROUND INFORMATION:

 

The County of Orange’s (County) Office of Care Coordination, in collaboration with the Orange County Continuum of Care (CoC) Board, serves as the administrative entity for the Homeless Housing. Assistance and Prevention (HHAP) Program for the Orange County CoC. The Office of Care Coordination also serves as the administrative entity for the HHAP Program for the County. The HHAP Program provides local jurisdictions with funds to support regional coordination, the development of a unified response to homelessness, and funding to continue the efforts to end homelessness through permanent housing and supportive services informed by best-practices.

 

On March 23, 2022, the Orange County CoC Board approved the recommendation to issue a Request for Proposals (RFP) for Emergency Shelter Operations and Services to be funded with HHAP and/or other state funding.

 

On May 3, 2022, the Health Care Agency (HCA) on behalf of the Office of Care Coordination issued a RFP to seek qualified providers for Emergency Shelter Operations and Services to fund emergency shelter programs that help persons experiencing homelessness in Orange County, including individuals, families transitional aged youth, and survivors of domestic violence; that focus on shelter stabilization and robust support services that will assist participants in obtaining permanent housing and increased income. There were 14 respondents to the Emergency Shelter Operations and Services RFP. An evaluation panel consisting of one HCA representative, one Social Services Agency representative, and one member of the public evaluated the proposals and recommended award of contracts to Covenant House California, Family Assistance Ministries, Friendship Shelter, Inc. (Friendship Shelter), Fullerton Interfaith Emergency Service dba Pathways of Hope, The Illumination Foundation (Illumination Foundation), Interval House, and Mercy House Living Centers (Mercy House). The County’s Office of Care Coordination has completed successful negotiations with the providers and recommends award of contracts to Covenant House California, Family Assistance Ministries, Friendship Shelter, Pathways of Hope, Illumination Foundation, Interval House, and Mercy House.

 

Effective July 1, 2022, the Office of Care Coordination transitioned from HCA to the County Executive Office (CEO).

Scope of Services:

The Emergency Shelter Operations and Services Contracts will provide safe, temporary shelter services for the persons experiencing homelessness in general, or for specific segments of the homeless population with the goal to ensure a household’s experience with homelessness is as brief as possible. The Emergency Shelter Operations and Services will incorporate evidenced-based approaches such as Motivational Interviewing, Progressive Engagement, trauma-informed care, harm reduction and risk management, to address barriers to housing and economic stability.

 

The Emergency Shelter Operations and Services Contracts will operate in accordance with the Orange County’s Standards of Care, a comprehensive set of administrative, operational, and facility-based standards designed to support the quality and consistency of program operations, evidence-based participant services, core organizational/administrative functions, and facility design/operations.

 

The Emergency Shelter Operations and Services Contracts include the following services at minimum:

 

  • Intake and assessment to understand the history of participation in other homeless service assistance programs and collection of needed demographic information from participants.
  • Housing-focused case management to support program participants with locating housing options that meet the participant’s individual needs.
  • Housing navigation services to support the participant in identifying available housing units and community resources, completing needed forms and applications for housing, as well as providing support through in-person or teleconference meetings relating to housing search and placements.
  • Coordinated Entry System (CES) Access Point to support participants in accessing the CES through the completion of an assessment and the collection of required documentation to verify length of homelessness, homelessness status and/or disabling condition.

 

Each provider has a specific target population and number of households to be served, outlined in the table below.

Program Outcomes:

The outcome measures for Emergency Shelter Operations and Services are detailed below:

 

  • 100 percent of participants will have an Individualized Housing and Service Plan within thirty (30) calendar days of program enrollment
  •  90 percent of participants will be connected to the Coordinated Entry System within 30 days of program enrollment
  • At minimum, 30 percent of participants will exit to a permanent housing destination
  • At minimum, 15 percent of participants will have a higher income than at program entry due to employment and or mainstream benefits
  • Maintain a bed occupancy/utilization of 95 percent of higher through the term of the Contract
  • On an annual basis, at minimum, the Program must solicit participant feedback to assess program operation changes to better support and meet the needs of participants and evaluate how to best meet the above outlined performance outcomes

 

The Orange County CoC Board approved the recommended providers to receive HHAP funding for the provision of Emergency Shelter Operations and Services at the August 24, 2022, meeting of the Orange County CoC Board.

 

These Contracts do not currently include subcontractors or pass through to other providers. See Attachment J for the Contract Summary Forms. The Orange County Preference Policy is not applicable to this Contract award.

 

CEO requests the Board approve the Contracts with Covenant House California, Family Assistance Ministries, Friendship Shelter, Pathways of Hope, Illumination Foundation, Interval House, and Mercy House as referenced in the Recommended Actions above. Approval of these Contracts will support the County’s effort to build a responsive System of Care that meets the needs of different segments of the homeless population seeking access to emergency shelter programs and in achieving housing and increased income.

 

 

 

FINANCIAL IMPACT:

 

Appropriations for this Contract are included in Budget Control 017 FY 2022-23 Budget and will be included in the budgeting process for future years.

 

The Contracts include a provision stating the Contracts are subject to and contingent upon, applicable budgetary appropriations approved by the Board for each fiscal year during the term of these Contracts. If such appropriations are not approved, these Contracts may be immediately terminated without penalty to the County.
