The 7/15 Norwalk Project is an initiative to provide the missing connections between Route 7 and Route 15 (Merritt Parkway). The Project aims to improve mobility and safety at the Main Avenue and Route 7 interchanges on the Merritt Parkway. The 7/15 Norwalk Project Team is developing The Environmental Assessment (EA) / Environmental Impact Evaluation (EIE) and draft 4(f) evaluation document.

The 7/15 Norwalk Project Team is to develop the final drafts of the environmental assessment and 4(f) evaluation document. Over the past year, the COVID-19 pandemic has interrupted FHWA and DOT's consultation efforts for Section 106 review. Not all of the Section 106 stakeholders and State and Tribal Historic Preservation Officers have been available to consult during the pandemic. We continue to work with FHWA on current protocols and guidance with regards to coordination and hope to complete coordination with all of our stakeholders in the coming months. We will then incorporate the finished Section 106 process into the environmental document.

The 7/15 Norwalk Project Team hosted two virtual Question and Answer (Q&A) on November 30th and December 1st. Thank you to those who attended the sessions. The Joint Environmental Assessment (EA) /Environmental Impact Evaluation (EIE)

The EA/EIE is a document that is published as part of the environmental documentation process required by the National Environmental Policy Act (NEPA) and the Connecticut Environmental Policy Act (CEPA). The EA/EIE describes the benefits and impacts resulting from the implementation of the Route 7/15 Norwalk project and identifies mitigation to address adverse impacts.
